پايان جنگ سرد و اولويت هاي امنيتي كشورها، مطرح شدن بازيگران جديد و اهميت نهادهاي غيردولتي در جهان، موجب شده كشورها در جهت تامين منافع ملي خود ابزار و راههاي جديدي را بكار گيرند كه مهمترين آنها را مي توان بهره گيري از جنگ نرم و عمليات رواني دانست. كشورهاي استكباري به اين نتيجه رسيده‌اند همانگونه كه استعمار به شيوه‌هاي قديم‌‌‌‌‌، جوابگوي نيازها و اقتضائات امروزه نيست و بايد در قالب استعمار نو وارد برخي از كشورها شد‌‌‌‌‌، از طريق جنگ سخت نيز چندان نمي‌توان موفقيت‌هاي مورد نظر را كسب كرد؛ بنابراين سعي مي‌كنند با تمركز بر مسائل فكري‌‌‌‌‌، ايدئولوژيك و فرهنگي و در واقع با جنگ نرم و عمليات رواني‌‌ به اهداف خود برسند‌. جنگ نرم با هدف تسخير فكر و انديشه ملت‌ها، نقش مهمي در سست نمودن حلقه‌هاي فكري و فرهنگي جوامع ايفا مي‌كند. جنگ نرم كه شامل هرگونه اقدام رواني و تبليغات رسانه‌اي است، جامعه يا گروه هدف را نشانه مي‌گيرد و بدون درگيري نظامي، رقيب را به انفعال يا شكست وا مي‌دارد. از آنجاييكه در جنگ نرم براي همة مخاطبان و همة سطوح سني و لايه‌هاي اجتماعي برنامه ريزي شده؛ از همة شگردها، هنرهاي تبليغي مدرن و از همة امكانات و توانمندي‌ها استفاده مي شود. بنابراين جمهوري اسلامي ايران با توجه به موقعيت حساس استراتژيك و ژئوپليتيك خود ناگزير است ضمن تقويت عرصه‌هاي فكري، فرهنگي و سياسي، به بهره گيري بهينه از ظرفيت رسانه اي خود همت گمارد.

Imperialistic countries have concluded as the old colonial style , isn’t responsive to the needs and demands of today and must be in the form of neo-colonialism enter some countries ,The conflict also achieved the desired success; Therefore, they try to focus on the intellectual , ideological , cultural and indeed with the warfare and psychological operation to achieve their goals . War with the aim of capturing the thought of nations , plays an important role in intellectual and cultural circles.which includes any kind of psychological war and propaganda media , community groups , and non- military targets , competition leads to inaction or failure . Since the war for all audiences and all age levels and social strata planned Of all the techniques , modern teaching arts and of all the features and capabilities are used. Islamic Republic of Iran with regard to sensitive strategic and geopolitical position has to take advantages of Optimum capacity while strengthening the intellectual , cultural and political areas .
