تبيين چالش‌هاي مؤثر بر استراتژي حفاظت از نواحي مرزي شرق كشور (موردمطالعه: استان خراسان جنوبي)

Explaining the effective challenges on the protection strategy of the eastern border areas of the country (Case study: South Khorasan province)

مرز يك متغير راهبردي در حيات سياسي، اقتصادي، اجتماعي، فرهنگي و امنيتي - دفاعي كشورها بوده كه ثبات امنيت و كنترل آن، به بسياري از عوامل مختلف داخلي و خارجي وابسته است. يكي از مهم‌ترين نگراني كشورها در طول تاريخ، امنيت در مرزهاي سرزميني خود است؛ زيرا كيفيت حفاظت از آن، به دليل اهميت استراتژيكي، يكي از اساسي‌ترين مسائل مديريتي كشور و نشان‌دهندة استقلال، اقتدار و حاكميت ملي آن‌هاست. امنيت در مرز و پيرامون كشور، ازآن‌جهت حائز اهميت است كه پيش‌زمينة امنيت ملي يا به عبارتي پيونددهندة امنيت داخلي و خارجي كشورها است، چراكه وجود تهديد و ناامني در مرز و پيرامون كشور، زمينه‌ساز سرايت آن به مركز سرزمين است. در اين پژوهش با در نظر گرفتن شرايط ژئوپليتيكي حاكم بر پيرامون شرقي كشور و جغرافياي سياسي استان خراسان جنوبي، در كنار فرصت‌ها و تهديدات داخلي و خارجي مؤثر بر مرزداري اين استان، به دنبال بررسي و ارائة يك استراتژي تلفيقي (فرصت محور – تهديد محور) با مدل مديريتي همه‌جانبه و مردم پايه است تا بدين‌وسيله، سبب افزايش كارايي فرآيند مرزداري و حفاظت از پيرامون اين استان در مرز و نواحي مرزي خود شود و امنيتي پايدار در آن جريان يابد. اين پژوهش با روش توصيفي-تحليلي و با تكيه‌بر منابع كتابخانه‌اي به دنبال بررسي عوامل مؤثر بر مرزداري و نيز ارائة راهكاري در راستاي افزايش كارايي فرآيند مرزداري و حفاظت از پيرامون شرقي كشور، به‌خصوص در مرز و نواحي استان خراسان جنوبي است.

The border is a strategic variable in the political, economic, social, cultural and security-defense life of countries, the stability and control of which depends on many different internal and external factors. One of the most important concerns of countries throughout history is security at their territorial borders; Because the quality of its protection, due to its strategic importance, is one of the most fundamental management issues of the country and shows their independence, authority and national sovereignty. Security on the border and around the country is important because it is the precondition of national security or in other words, it connects the internal and external security of countries, because the presence of threats and insecurity on the border and around the country, paves the way for its spread to the center. In this study, considering the geopolitical conditions prevailing in the eastern periphery of the country and the political geography of South Khorasan province, along with internal and external opportunities and threats affecting the border of this province, seek to review and present an integrated strategy (opportunity-oriented-threat-oriented). It is based on a comprehensive management model and basic people, in order to increase the efficiency of the border guarding process and protect the surroundings of this province in its borders and border areas, and provide sustainable security. This research with a descriptive-analytical method and relying on library resources seeks to investigate the factors affecting the border and also to provide a solution to increase the efficiency of the border process and protection of the eastern periphery of the country, especially in the border and areas of South Khorasan province.
