نقش شوراي معتمد پليس در پيشگيري از جرائم

The role of the trusted police council in crime prevention

گسترش شهرنشيني و روند رو به رشد جمعيت و در پي آن تنوع و گستردگي جرائم در جوامع به چشم مي‌خورد؛ بنابراين تأمين نظم و امنيت و پيشگيري از جرائم نقش به سزايي در جامعه دارد؛ بديهي است كه با اتكا صرف به پليس جهت مقابله با جرائم نمي‌توان به موفقيت دست يافت. درواقع، پليس بدون مشاركت مردم و اقدامات لازم نيز به‌تنهايي، نمي‌تواند ضامن استقرار نظم و امنيت در جامعه باشد؛ لذا نيروي انتظامي اقدام به استفاده از ظرفيت‌هاي اجتماعي درزمينهٔ پيشگيري از جرائم كرده كه ازجمله اين ظرفيت‌ها شوراي معتمد پليس است. بر اين اساس پژوهش حاضر به دنبال نقش و تاثيرشوراي معتمد پليس در پيشگيري از جرائم است. تحقيق حاضر از روش كيفي و با استفاده از فن گردآوري اطلاعات مصاحبه نيمه ساختاريافته با 15 نفر از فرماندهان، روساي كلانتري‌ها، كارشناسان نيروي انتظامي، اساتيد حوزۀ جرم‌شناسي، شوراها، معتمدين محلي و مديران پليس پيشگيري استان خراسان جنوبي و شهرستان زير كوه انجام‌شده است كه همۀ آنان تجربۀ حضور در فعاليت‌هاي شوراي معتمد پليس و مردم را در چندين سال داشته‌اند و به‌صورت هدفمند و از نظرات و ديدگاه‌هاي آنان در پژوهش حاضر بهره گرفته‌شده است. نتايج تحقيق نشان مي‌دهد كه نيروي انتظامي تقريباً اقدامات درخور توجهي در راستاي تعامل و همكاري با شوراي معتمدانجام داده و عليرغم موفقيت‌هاي حاصله از استفاده از ظرفيت شوراي معتمد در پيشگيري از وقوع جرائم و كاهش آسيب هاوافزايش احساس امنيت، با گذشت زمان و عدم تبيين و تشريح وظايف شوراي معتمد پليس و نقش آن در پيشگيري از وقوع جرم از اهميت و توجه به آن روزبه‌روز كمتر شده است.

The expansion of urbanization and the growing trend of population, followed by the diversity and prevalence of crime in societies; Therefore, ensuring order and security and crime prevention play an important role in society; Obviously, success cannot be achieved by relying on the police alone to fight crime. In fact, the police can not guarantee the establishment of order and security in society without the participation of the people and the necessary measures alone; Therefore, the police force has used social capacities in the field of crime prevention, one of which is the trusted police council. Accordingly, the present study seeks the role and effectiveness of the trusted police council in crime prevention. The present study was conducted using a qualitative method and using a data collection technique of semi-structured interviews with 15 commanders, police chiefs, law enforcement experts, criminology professors, councils, local trustees and prevention police managers of South Khorasan province and Zir Kooh city. All of them have had the experience of participating in the activities of the trusted police and people council in several years and their opinions and views have been purposefully used in the present study. The results of the research show that the police force has taken almost significant measures to interact and cooperate with the Trusted Council and despite the success of using the Trusted Council's capacity to prevent crimes and reduce harm and increase the sense of security, over time and lack of explanation. The duties of the Trusted Police Council and its role in preventing crime have become less important and more important.
