وظيفه ذاتي پيشگيري از انواع جرائم در كشورهاي مختلف جهان بر عهده پليس است.برقراري و اجراي صحيح و مناسب اين وظيفه در زمان كنوني با توجه به وضعيت جوامع و ابعاد پيچيدۀ ارتكاب جرائم، مستلزم همكاري نهادهاي رسمي و جامعوي است.و ركن اصلي رويكرد پليس جامعه محور مبتني بر مشاركت مردم ، نهادهاي رسمي و مردم نهاد جامعه است. جابه جايي و گوناگون شدن انواع جرائم و مشكلات در جامعه ، مواجهه بودن با معضل و مشكلات ناشي از سوء مصرف مواد مخدر ، اراذل و اوباش محلات و خيابانها ، تغيير كيفيت رابطه پليس با مردم از جمله مواردي است كه روند رويكرد پليس جامعه محور و به تبعيت از آن مشاركت مردم در پيشگيري از وقوع انواع جرائم را تحت تأثير قرار داده است. تلاشهاي پليس براي متقاعد كردن يا واداركردن نهاد هاي اجتماعي از قبيل مالكين املاك ، والدين ، متصديان و صاحبان مشاغل و دستگاه هاي دولتي محلي ابعاد مهمي از انجام وظيفۀ پيشگيري از جرم تلقي مي شود. جلوه هاي تعامل و همكاري هاي پليس با نهاد هاي جامعوي از مشورت پليس با اعضاي مختلف جامعه شروع و تا اجبار نهادها ي اجتماعي در پيشبرد اهداف پيشگيري از جرم ، پيش ميرود و به بيان ديگر بايد گفت پيشگيري از انواع جرائم مي بايست دغدغه دستگاه هاي مسئول و نهادهاي مردمي باشد و اين در حالي است كه از پليس انتظار تام و تمام دارند.كيفيت كاركردهاي پليس در سطوح مختلف و علي الخصوص در سرانگشتان پليس يعني نيروهاي خط مقدم آن شامل مأمورين واحدهاي گشتي و مأمورين كلانتري ها و پاسگاه ها كه سرمايه اجتماعي پليس جامعه محور هستند تبلور پيدا مي كند.بنابر اين اگر اعتماد مردم به پليس افزايش و توسعه يابد ، اقبال و مشاركت هدفمند مردم در امور انتظامي جامعه نيز رنگ ديگري به خود خواهد گرفت.

Manifestations of police interaction and cooperation with public institutions, from police consultation with various members of society to the coercion of social institutions in advancing the goals of crime prevention, in other words, the prevention of various crimes should be the concern of the authorities an‎d the institutions of the people, and this is while they expect the whole from the police. They are community-oriented and crystallizes. Therefore, if the people's trust in the police increases and develops, the luck and purposeful participation of the people in the law enforcement affairs of the society will take on a different color. Effective measures in this regard include dialogue and cooperation with citizens, allowing them to participate and cooperate with the police, empowering people by providing the necessary training to assist them in crime prevention, sharing and distributing responsibility for crime prevention.
