آسيب‌شناسي اجتماعي- اقتصادي و امنيتي پديده كولبري در استان كردستان

Socio-economic and security pathology of Kolbari(cross-border labor) phenomenon in Kurdistan province

امروزه در مناطق مرزي غرب كشور، مفهوم پديده كولبري به يكي از مفاهيم رايج و پرتكرار تبديل‌شده است، به‌ گونه‌اي كه ساكنان مناطق مرزي اين استان­ها را با كولبران مي­شناسند و دولت و حاكميت نيز به‌ طور غيررسمي به اين واژه مشروعيت داده­اند. كولبران كساني هستند كه بار وارداتي از كشور عراق را بر پشت خود حمل كرده و عموماً از كشور عراق به داخل مرزهاي ايران وارد مي­كنند. در مطالعه حاضر تلاش شده است تا پيامدهاي اقتصادي، اجتماعي و امنيتي پديده رايج كولبري در اين مناطق شناسايي شود. براي تحقق اين هدف تحقيقي، ابتدا با مطالعه پيشينه تجربي و مصاحبه با 20 نفر از كولبران صاحب­نام عمده، آسيب­ هاي سه­ گانه احصاء شده است. سپس با طراحي پرسشنامه بر اساس اطلاعات به‌ دست‌ آمده و توزيع آن بين 100 نفر ديگر از كولبران، ميزان اهميت و اولويت اين آسيب­ ها مشخص‌شده است. مطالعه حاضر برحسب هدف كاربردي و بر اساس شيوه گردآوري داده ­ها توصيفي از نوع پيمايشي است. نتايج اين تحقيق نشان مي­دهد كه پديده كولبري پيامدهاي منفيِ متعددي هم در زمينه ­هاي اقتصادي و هم در زمينه ­هاي اجتماعي- امنيتي براي ساكنان مناطق مرزي و دولت به همراه دارد. همچنين عواملي چون جبر محيطي و جبر ساختاري باعث رواج پديده كولبري در مرزهاي استان كردستان شده است.

Today, in the western border areas of the country, the concept of the Kolbariphenomenon has become one of the most common and recurring concepts.Residents of the border areas of these provinces are familiar with the Kolbari, and the government and the government have informally legitimized the term.Kolbariare those who carry the burden of importing from Iraq on their backs and generally import from Iraq into the borders of Iran.In the present study, an attempt has been made to identify the economic, social and security consequences of the common Kolbariphenomenon in these areas.To achieve this research goal, by studying the experimental background and interviewing 20 major Kolbari, three injuries have been counted.Then, by designing a questionnaire based on the obtained information and distributing it among 100 other Kolbari, the importance and priority of these injuries has been determined.The present study is a descriptive survey in terms of practical purpose and data collection method. The results of this study show that the Kolbariphenomenon has several negative consequences for both residents of the border areas and the government, both in the economic and socio-security fields.Also, factors such as environmental algebra and structural algebra have caused the prevalence of Kolbariphenomenon in the borders of Kurdistan province.
