شناخت و تحليل دستورالعمل‌هاي حقوقي داخلي و بين‌المللي مقابله با جرايم عليه زنان و كودكان با تاكيد بر حوزه امنيت اجتماعي

حمايت از زنان و كودكان در سايه افزايش امنيت اجتماعي و پيش‌گيري از افزايش جرايم عليه زنان و كودكان از طريق ارائه خدمات مشاورهاي براي ارتقاي سطح فرهنگي خانواده ها و اطلاع رساني به قربانيان خشونت هاي خانوادگي امري بسيار ضروري است. قوانيني كه در راستاي مقابله با خشونت عليه زنان وضع شده‌اند به‌صورت پراكنده هستند و قانون كامل و جامعي در اين خصوص تدوين نشده است. همچنين، خلأهاي زيادي در اين زمينه قابل مشاهده است و در اين قوانين به موارد مختلفي كه مصداق خشونت تلقي مي‌شوند اشاره‌اي نشده است. در اين راستا اسناد بين المللي از جمله اعلاميه جهاني حقوق بشر، ميثاق بين المللي حقوق مدني و سياسي، اعلاميه حمايت از زنان و كودكان در وضعيت اضطراري و مخاصمه مسلحانه و . . . كه به طور مستقيم و يا غيرمستقيم به موضوع خشونت عليه زنان و كودكان پرداخته‌اند. آنچه كه در اين مقاله مورد بررسي قرار مي‌گيرد دستورالعمل‌هاي بين المللي براي نيروهاي پليس در مقابله باجرايم عليه زنان و كودكان است.

Laws enacted to combat violence against women are fragmented, and no comprehensive law has been enacted. Also, many gaps can be seen in this regard, and these laws do not mention the various cases that are considered cases of violence. In this regard, international instruments such as the Universal Declaration of Human Rights, the International Covenant on Civil and Political Rights, the Declaration on the Protection of Women and Children in Emergencies and Armed Conflict, etc. , which directly or indirectly address the issue of violence against women and Children are addressed. What is examined in this article is international guidelines for police forces in dealing with crimes against women and children.
