امروزه با وجود پيشرفت فناوري‌هاي نوين، مخاطرات محيط طبيعي در بسياري از شهرهاي دنيا هنوز حادثه­ ساز و بحران‌زاست. چنانچه به طور علمي هدف و اولويت مديريت امور اجرايي در جهت كاهش مخاطرات طبيعي تعيين و مشخص گردد، گام‌هاي موفق در برنامه‌ريزي مديريت بحران نواحي شهري تحقق بيشتري خواهد يافت. در ايران نيز هر ساله مخاطرات طبيعي شامل: سيل، زلزله و... در اقصي نقاط كشور اتفاق مي‌افتد كه باعث ايجاد خسارت مالي و جاني فراوان مي‌گردد. كاركنان پليس نزديك‌ترين نهاد دولتي قابل اعتماد و در منظر مردم در شرايط سخت هستند. مسئولان انتظامي بايد در بحران ­ها در حوزه­ ي پيش ­بيني و شناخت تهديدات و آسيب ­پذيري‌هاي حوزه ­ي استحفاظي خود از بلاياي طبيعي و بحران، تهديدات و آمادگي‌هاي لازم براي جلوگيري از وقوع فاجعه را كسب نمايند. هدف از اين پژوهش بررسي شناسايي و بررسي مسائل مديريت انتظامي در بحران سيل شهرستان آق قلا در سال 1398 مي ­باشد. روش تحقيق اين پژوهش از نظر هدف كاربردي و به لحاظ روش گردآوري داده ­ها جزء تحقيقات توصيفي- پيمايشي مي‌باشد. در اين تحقيق از ابزار پرسشنامه محقق ساخته براي جمع‌آوري داده‌ها بهره‌گيري شده است. به منظور بررسي روايي پرسشنامه تحقيق از روش ارزيابي روايي محتوايي(محاسبه­ ي CVR و CVI) بهره گرفته شد كه نتايج بيانگر روايي مطلوب پرسشنامه‌هاي تحقيق بوده‌اند. به منظور سنجش پايايي پرسشنامه تحقيق از روش محاسبه ­ي آلفاي كرونباخ استفاده شده كه از پايايي لازم برخوردار بودند. جامعه ي آماري اين پژوهش را كليه­ ي پرسنل يگان‌هاي حاضر در منطقه­ ي سيل‌زده­ي شهرستان آق‌قلا تشكيل مي‌دهند كه به تعداد 300 نفر بوده‌اند. افزايش آمادگي كليه يگان­ هاي انتظامي، تقويت نيروي انساني و تجهيزات آنها، به منظور استقرار سريع در مناطق بحران‌زده و ساماندهي و نظارت بر عملكرد كليه يگان‌ها از جمله مسائل مورد توجه مديريت انتظامي در مواجهه با مناطق بحران‌زده هستند.

If the objective and priority of executive management in order to reduce natural hazards are determined scientifically, successful steps in urban disaster management planning will be realized. In Iran, natural hazards include: Floods, earthquakes and... It occurs in all parts of the country, causing a lot of financial and life-threatening damages. Police staff are the closest reliable government entity and in the public's view in difficult situations. Law enforcement officials should obtain the necessary threats and preparations to prevent disasters in crises in the area of prediction and recognition of threats and vulnerabilities in their area of protection from natural disasters and crises. The purpose of this study is to investigate the identification and investigation of the problems of police management in Cities of Aqla in 2019. The research method of this research is applied and applied in terms of data collection, research, research, and theoretical-research. In this research, a researcher-made questionnaire was used to collect data. In order to assess the validity of the research questionnaire, content validity assessment method (CVR and CVI calculation) was used and the results indicated the validity of the research questionnaires. The Statistical Society of this research consists of all personnel of the units present in the flooded area of Aqqala city who have been kidnapped by a number of 300 people. Increasing the readiness of all law enforcement units, strengthening their equipment, in order to quickly deploy in crisis areas and organize and monitor the performance of all units are among the issues of interest to law enforcement management in the face of crisis areas
