طراحي مدلي جهت ارزيابي پيمانكاران در برون سپاري پروژه هاي عمراني شهرداري (مورد مطالعه: شهرداري منطقه 3 تهران)

Designing a Model for Outsourcing of Municipal Development Projects (Case Study: Tehran District 3 Municipality)

برون سپاري يكي از راهبردهاي سازمان ها براي صرف كاراي منابع و امكانات در حوزه ي پروژه هاي عمراني است. برون سپاري يكي از جذاب ترين گرايش هاي موجود در صنعت به سبب كاهش هزينه ها است، هر چند مي تواند يكي از عوامل كاهش مخاطره نيز محسوب شود. يك سازمان از طريق برون سپاري مي تواند به فناوري، افراد و فرآيندهايي دسترسي داشته باشد كه دسترسي به آن ها از طريق ديگر صرفه جويي اقتصادي ندارد. اغلب برون سپاري امكان دسترسي به فناوري هاي پيشرفته را فراهم مي كند. برون سپاري مي تواند راهي براي استفاده از فناوري روز، دستيابي به كارشناسان خبره و در نتيجه بهبود كيفيت ارايه خدمات مربوط به سازمان و مشتريان شود. هدف از انجام پژوهش حاضر شناسايي ابعاد، مولفه ها و معيارهاي ارزيابي صلاحيت و انتخاب پيمانكاران در پروژه هاي عمراني شهرداري منطقه سه تهران با تكنيك دلفي فازي و اولويت بندي و وزن دهي به آن ها با تكنيك بهترين- بدترين (BWM) است. جامعه و نمونه آماري پژوهش حاضر 22 نفر از خبرگان ارشد شهرداري منطقه 3 تهران كه حداقل داراي 10 سال سابقه كار اجرايي در انتخاب و ارزيابي پيمانكاران شهرداري تهران را دارا مي باشند؛ تشكيل مي دهند. ابتدا با مرور جامع مباني نظري و پيشينه پژوهش هاي برون سپاري و انتخاب شاخص هاي ارزيابي پيمانكاران پرداخته شد. سپس با استفاده از دو دور توزيع پرسش نامه هاي دلفي فازي مولفه هاي پژوهش شناسايي گرديد. آنگاه با استفاده از پرسش نامه هاي مقايسات زوجي و تكنيك BWM ابعاد و شاخص ها وزن دهي و اولويت بندي گرديدند. نتايج پژوهش حاضر مي تواند ديد جامعي را به خبرگان شهرداري تهران در خصوص انتخاب بهترين پيمانكار در پروژه هاي عمراني ارايه نمايد.

Outsourcing is one of the strategies of organizations to spend resources and facilities efficiently in the field of development projects. Outsourcing is one of the most cost saving attractive trends in the industry, However it could also be considered a factor of risk reduction. An organization can outsource technology, people and processes through outsourcing which they do not have access to economic saving through other. Often outsourcing provides access to advanced technologies. Outsourcing can be a way to utilize up-to-date technology, reach out to experts and thereby improve the quality of service provided to the organization and customers. The aim of the present study was to identify the dimensions, components and criteria for evaluating the competence and selection of contractors in municipal development projects of Tehran Municipality with fuzzy Delphi technique and prioritizing and weighting them with BWM technique. The population and statistical sample form of this study consisted of 22 senior experts of the Municipality of Tehran District3 with at least 10 years of experience in the selection and evaluation of Tehran Municipality Contractors. First, a comprehensive was done review of the theoretical basics and background of outsourcing research and selection of contractors' evaluation indices. Then, were identified with using two rounds of fuzzy Delphi questionnaire distribution, research components. Then, Dimensions and indices were weighted and prioritized using paired comparisons questionnaires and BWM technique. The results of this study can provide a comprehensive view to Tehran Municipality experts on selecting the best contractor in construction projects.
