پياده سازي مديريت دانش در شهرداري تهران با رويكرد تصميم گيري چند شاخصهANP (مورد مطالعه: شهرداري منطقه 5 تهران)

Knowledge Management Implementation in Tehran Municipality with Multi Attribute Decision Making (MADM) ANP Approach (Case Study: 5th District Municipality of Tehran)

دانش يك منبع سازماني مهم است كه مزيت رقابتي پايدار را در اقتصادهاي پويا و رقابتي ايجاد مي نمايد. امروزه دانش به عنوان يك دارايي ارزشمند و يك منبع سرمايه راهبردي مطرح است. ارايه خدمات، محصولات با كيفيت و اقتصادي بدون بهره گيري مديريت از اين منبع ارزشمند كاري دشوار و اغلب غيرممكن است. پياده سازي مديريت دانش يكي از چالش هاي اصلي سازمان هاي امروزي است. هدف از انجام مقاله حاضر شناسايي شاخص هاي كليدي موفقيت در پياده سازي مديريت دانش در شهرداري منطقه 5 تهران با استفاده از رويكرد ANP است. جامعه و نمونه آماري پژوهش حاضر را 20 نفر از كارشناسان و مديران ارشد شهرداري منطقه 5 تهران و اساتيد حوزه مديريت دانش تشكيل مي دهند. پس از مرور دقيق ادبيات موضوع پژوهش چهار بعد و 12 شاخص شناسايي شدند. نتايج حاصل از وزن دهي به ابعاد با تكنيك فرآيند تحليل شبكه اي نشان داد بعد نيروي انساني، رتبه اول و ابعاد: فرهنگي؛ فناوري اطلاعات و فرآيندهاي دانش به ترتيب رتبه هاي دوم تا چهارم را ازنظر اهميت كسب نمودند. همچنين پيشنهاد مراحل اجرايي نمودن پياده سازي مديريت دانش در شهرداري منطقه پنج تهران ارايه گرديده است.

Knowledge is an important organizational resource that creates lasting competitive advantage in dynamic and competitive economies. Today, knowledge is regarded as a valuable asset and a source of strategic capital. It is difficult and often impossible to provide quality and economical services and products without utilizing and managing this valuable resource. Knowledge Management (KM) implementation is one of the main challenges of today's organizations. The purpose of this article is to identify key indicators of success in Knowledge Management implementation in Tehran Municipality 5 using Analytical Network Process (ANP) approach. The population and statistical sample of this study consist of 20 and professors of knowledge management experts and senior managers of 5th district of Tehran. After careful review of the literature were identified four dimensions and 12 indicators. Results of weighting with dimensionality of Analytical Network Process technique showed that dimension of human resources, first rank and dimensions: cultural-information technology and knowledge processes were ranked second to fourth respectively. It is also proposed to implement the implementation of knowledge management in the municipality of district five of Tehran.
