بررسي مهاجرت اتباع بيگانه به استان سيستان و بلوچستان راهكار ها و پيامد ها

Investigating the migration of foreign nationals to Sistan and Baluchestan province. Strategies and consequences

حضور اتباع خارجي در استان سيستان و بلوچستان بصورت جدي به بيش از 30 سال قبل باز مي گردد كه داراي پيامدهاي در ابعاد مختلف براي اين استان مي باشد. بيشتر اتباع بيگانه حاضر در استان از اتباع افغاني و پاكستاني مي باشند كه به دليل هم مرز بودن، قرابت فرهنگي ... و همجواري به استان مهاجرت كرده اند. هدف از اين پژوهش شناخت آسيب هاي مهاجرت اتباع بيگانه بر استان و ارايه راهكارهاي مناسب براي مقابله با اين پديده است. بدين ترتيب، بااستفاده از روش پيمايشي و از تكنيك مصاحبه پيامدهاي امنيتي ناشي از حضور اتباع افغاني بر امنيت استان در ابعاد مختلف اقتصادي، اجتماعي - فرهنگي، سياسي- امنيتي احصاءشد. مطابق با اين ويژگي ها جمعيت آماري 105 نفر را شامل شده است. پس از مصاحبه با 5 نفر از اتباع بيگانه و احصاء شاخص ها و طرح پرسشنامه و تكميل آن بين 100 نفر از نخبگان انتظامي استان صورت گرفت. در بررسي رابطه بين متغيير مهاجرت اتباع بيگانه با آسيب ها ي اجتماعي استان مشخص شد كه تهديدات اجتماعي با بتاي برابر با 494 بيشترين تاثير و متغير تهديدهاي اقتصادي با توجه به بتاي بدست آمده 056 كمترين تاثير را از مهاجرت اتباع بيگانه در استان مي پذيرد. در پايان پيشنهادات كاربردي ارائه شد كه مهمترين آن تلاش وزارت امور خارجه با كشور افغانستان و پاكستان به منظور هماهنگي جهت خروج تدريجي اتباع بيگانه از كشور و اسكان تدريجي آنان به طوري كه با خروج آنان از كشور زمينه پذيرش و واگذاري امكانات براي انان در كشورشان مي باشد.

The presence of foreign nationals in Sistan and Baluchestan province dates back to more than 30 years ago, which has consequences in various dimensions for this province. Most of the foreign nationals present in the province are Afghan and Pakistani who have migrated to the province due to their borders, cultural proximity. Purpose of this study is to identify harms of migration of foreign nationals in province and to provide appropriate solutions to deal with this phenomenon. Thus, using the survey method and the interview technique, security consequences of presence of Afghan citizens on the security of province in various economic, social, cultural, political and security dimensions were calculated. According to these characteristics, statistical population includes 105 people. After interviewing 5 foreign and counting the indicators and designing a questionnaire and completing it among 100 law enforcement elites of the province. Examining the relationship between the variable of foreign nationals 'migration and social harms in the province, it was found that social threats with a beta of 494 have the greatest impact and the economic threats variable according to the obtained beta of 056 has the least impact of foreign nationals' migration in the province. At the end, practical suggestions were presented, the most important of which was the efforts of Ministry of Foreign Affairs with Afghanistan and Pakistan to coordinate the gradual departure of foreign nationals from the country and their gradual resettlement so that their departure would allow them to be accepted and given facilities in their country.
