مقدمه: ﭘﮋوﻫﺶ ﺣﺎﺿﺮ ﺑﺎ ﻫﺪف ﺗﺤﻠﯿﻞ ﻓﺮﺻﺖ ﻫﺎ و ﭼﺎﻟﺶﻫﺎي ﺧﺪﻣﺖ ﺳﺮﺑﺎزي در اﯾﺮان اﻧﺠﺎم ﮔﺮﻓﺘﻪ اﺳﺖ ﺗﺎ ﺑﺎ اراﺋﻪ ﺗﺼﻮﯾﺮي ﺟﺎﻣﻊ از ﺷﯿﻮهﻫﺎي ﻣﻮﺟﻮد و ﻣﻄﻠﻮب ﮔﺬراﻧﺪن اﯾﻦ دوران، راﻫﮑﺎرﻫﺎﯾﯽ ﻋﻤﻠﯽ و راﻫﺒﺮدي اراﺋﻪ ﮐﻨﺪ.
روش: در اﯾﻦ ﭘﮋوﻫﺶ، روﯾﮑﺮد ﮐﯿﻔﯽ و اﺑﺰار ﻣﺼﺎﺣﺒﻪ ﺳﺎﺧﺘﺎرﮔﺮا ﺑﺎ ﮔﺮوﻫﯽ از ﻣﺸﻤﻮﻻن و ﺳﺮﺑﺎزان ﺗﺤﺼﯿﻞ ﮐﺮده ﺑﻪ ﻣﻨﻈﻮر ﺷﻨﺎﺳﺎﯾﯽ راﻫﺒﺮدﻫﺎي ﭼﻬﺎرﮔﺎﻧﻪ اﻟﮕﻮي ﺳﻮات ﺑﻪ ﮐﺎر رﻓﺘﻪ اﺳﺖ. درواﻗﻊ، در راﺳﺘﺎي ﻫﺪف اﺧﯿﺮ از ﺗﺤﻠﯿﻞ ﺑﺮﻧﺎﻣﻪرﯾﺰي راﻫﺒﺮدي ﺑﺮ اﺳﺎس اﻟﮕﻮي SWOT اﺳﺘﻔﺎده ﺷﺪه ﺗﺎ ﺿﻤﻦ اراﺋﻪ ﯾﮏ ﺗﺼﻮﯾﺮ ﺟﺎﻣﻊ از ﺧﺪﻣﺖ ﺳﺮﺑﺎزي و ﺳﺎزوﮐﺎرﻫﺎي ﺳﭙﺮي ﻧﻤﻮدن آن ﺑﺮاي ﻣﺸﻤﻮﻻن، ﺑﻪ ﺷﯿﻮهاي ﻧﻈﺎمﻣﻨﺪ، ﺑﻪ ﺑﺮرﺳﯽ ﻧﻘﺎط ﺿﻌﻒ و ﻧﻘﺎط ﻗﻮت داﺧﻠﯽ و ﻧﯿﺰ ﻓﺮﺻﺖ ﻫﺎ و ﺗﻬﺪﯾﺪﻫﺎي ﺧﺎرﺟﯽ ﻧﻈﺎم ﻓﻌﻠﯽ ﺑﺮ اﺳﺎس اﻟﮕﻮي ﻣﺮﺑﻮﻃﻪ ﺑﭙﺮدازد و ﺑﺎ ﺗﺪوﯾﻦ و اراﺋﻪ راﻫﺒﺮدﻫﺎ، ﺳﯿﺎﺳﺖﻫﺎ و راﻫﮑﺎرﻫﺎﯾﯽ ﻣﺘﻨﺎﺳﺐ ﺑﺎ ﺑﻪ ﮐﺎرﮔﯿﺮي ﻧﯿﺮوي اﻧﺴﺎﻧﯽ ﻣﺘﺨﺼﺺ ﮐﺸﻮر اراﺋﻪ ﮐﻨﺪ.
ﯾﺎﻓﺘﻪ ﻫﺎ: ﺑﺮ اﺳﺎس ﯾﺎﻓﺘﻪﻫﺎ، ﻣﻬﻢ ﺗﺮﯾﻦ راﻫﺒﺮدﻫﺎ و اﻗﺪاﻣﺎت ﻋﻤﻠﯽ ﺑﺮاي ﮔﺬراﻧﺪن ﺧﺪﻣﺖ ﺳﺮﺑﺎزي در ﮐﺸﻮر ﻋﺒﺎرت اﺳﺖ از ﺗﻘﻮﯾﺖ ﺗﺠﺮﺑﯿﺎت ﻓﺮدي و آﻣﻮزﺷﯽ، ﺗﻮﺳﻌﻪ ﻫﻤﮕﺮاﯾﯽ ﻓﺮﻫﻨﮕﯽ اﺟﺘﻤﺎﻋﯽ، ﮐﻨﺘﺮل وﻗﺖ در ﺷﺮاﯾﻂ ﺑﺮاﺑﺮ آﻣﻮزش، ﺗﺨﺼﯿﺺ وﻗﺖ ﺳﺮﺑﺎزان ﺑﺎ ﻫﻤﺴﺎﻻن، ﮐﺎﻫﺶ ﺷﺮاﯾﻂ دﺷﻮار ﺧﺪﻣﺖ ﺳﺮﺑﺎزي، ﺗﻮﺟﻪ ﺑﻪ ﺗﺤﺼﯿﻼت در ﺗﻘﺴﯿﻢ ﻧﯿﺮوﻫﺎ، اﺳﺘﻔﺎده ﺑﻬﯿﻨﻪ از وﻗﺖ ﻣﻔﯿﺪ ﺳﺮﺑﺎزان، ﺗﻨﺎﺳﺐ ﺳﻄﺢ ﺗﺤﺼﯿﻞ و ﻃﻮل ﺧﺪﻣﺖ.
ﻧﺘﯿﺠﻪ ﮔﯿﺮي: در ﯾﮏ ﻧﺘﯿﺠﻪﮔﯿﺮي ﮐﻠﯽ ﻣﯽﺗﻮان ﭼﻨﯿﻦ ﺑﺮآورد ﮐﺮد ﮐﻪ ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﺑﺎ ﺳﺎزوﮐﺎر ﻓﻌﻠﯽ در اﯾﺮان داراي ﻓﻮاﯾﺪ و ﻧﻘﺎﯾﺺ ﺑﺎﻟﻘﻮهاي ﻫﺴﺖ ﮐﻪ ارزﯾﺎﺑﯽ ﻣﺴﺘﻤﺮ آن را ﺿﺮورت ﻣﯽﺑﺨﺸﺪ. در دو ﺳﻮي ﻣﻠﺖ و ﺣﺎﮐﻤﯿﺖ، دﯾﺪﮔﺎهﻫﺎي ﻣﺘﻔﺎوت و ﺑﻌﻀﺎً ﻣﺘﻀﺎدي از ﻣﺴﺌﻠﻪ وﺟﻮد دارد ﮐﻪ ﻣﻤﮑﻦ اﺳﺖ ﻧﺎﺷﯽ از ﻋﺪم آﮔﺎﻫﯽ و روﻧﺪ ﺑﻮروﮐﺮاﺗﯿﮏ ﺳﯿﺴﺘﻢ ﺑﺎﺷﺪ. ﺑﺪﯾﻬﯽ اﺳﺖ ﮐﻪ ﮐﺎراﯾﯽ و اﺛﺮﺑﺨﺸﯽ در ﭼﻨﯿﻦ ﺳﺎﺧﺘﺎري ﻧﯿﺎزﻣﻨﺪ ﺑﺮﻧﺎﻣﻪرﯾﺰي ﺑﺮ ﻣﺒﻨﺎي ﻧﯿﺎزﺳﻨﺠﯽ و ﺗﻌﯿﯿﻦ وﺿﻌﯿﺖ ﻣﻮﺟﻮد و ﻣﻄﻠﻮب اﺳﺖ ﮐﻪ از ﻃﺮﯾﻖ اﺑﺰارﻫﺎي ﻣﺸﺎﺑﻪ ﻗﺎﺑﻞ ﺣﺼﻮل اﺳﺖ.
چكيده لاتين :
Introduction: This study aims to analyze the opportunities and challenges of military service in Iran in order to provide a comprehensive picture of the existing and desirable ways to spend this period, to provide practical and strategic solutions.
Method: In this study, a qualitative approach and structural interviewing tools were used with a group of conscripts and educated soldiers in order to identify the four strategies of the SWOT model. In fact, in the recent goal, strategic planning analysis based on the SWOT model has been used to provide a comprehensive image of military service and the mechanisms of its completion for the conscripts, in a systematic way, to examine the weaknesses and points. The internal strength as well as the external opportunities and threats of the current system should be based on the relevant model and by formulating and presenting strategies, policies and solutions appropriate to the employment of the country's specialized manpower.
Findings: According to the findings, the most important strategies and practical measures for military service in the country are strengthening personal and educational experiences, developing socio-cultural convergence, controlling time in equal conditions of training, allocating soldiers' time with peers, reducing difficult service conditions, attention to education in the division of soldiers , optimal use of useful time of soldiers, proportionality of education level and length of service.
Conclusion: In a general conclusion, it can be estimated that military service with the current mechanism in Iran has potential advantages and disadvantages that require continuous evaluation. On both sides of the nation and the government, there are different and sometimes contradictory views of the issue that may be due to ignorance and the bureaucratic process of the system. Obviously, efficiency and effectiveness in such a structure requires planning based on needs assessment and determining the current and desired situation, which can be achieved through similar tools
