Identifying and prioritizing military service needs and requirements using the AHP technique

ﺪﻣﻪ: اﻣﻨﯿﺖ ﻫﺮ ﺟﺎﻣﻌﻪ اي ﻓﻮري ﺗﺮﯾﻦ و ﺿﺮوري ﺗﺮﯾﻦ ﻧﯿﺎز آن ﺟﺎﻣﻌﻪ اﺳﺖ و اﻟﺒﺘﻪ ﻧﯿﺮوﻫﺎي ﻣﺴﻠﺢ ﺟﺎﻣﻌﻪ ﻧﯿﺰ ﺑﺮاي ﺣﻔﻆ اﯾﻦ اﻣﻨﯿﺖ و ﺗﺄﻣﯿﻦ آراﻣﺶ ﻣﺮدم ﺑﻪ ﺳﺮﺑﺎز ﻧﯿﺎز دارﻧﺪ. ﺳﺮﺑﺎزان اﺻﻠﯽ ﺗﺮﯾﻦ رﮐﻦ ﻫﺮ ﺳﺎزﻣﺎن ﻧﻈﺎﻣﯽ ﺑﺮاي اﯾﻔﺎي وﻇﺎﯾﻒ ﻣﯽ ﺑﺎﺷﻨﺪ. ﺑﻨﺎﺑﺮاﯾﻦ، ﺷﻨﺎﺳﺎﯾﯽ ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﺧﺪﻣﺖ ﺳﺮﺑﺎزي از ﻣﺴﺎﺋﻞ ﻣﻬﻢ و درﺧﻮر ﺗﻮﺟﻪ اﺳﺖ. روش: اﯾﻦ ﺗﺤﻘﯿﻖ ﺑﺎ اﺳﺘﻔﺎده از ﻣﺪل ﻓﺮآﯾﻨﺪ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ AHP ﺑﻪ رﺗﺒﻪ ﺑﻨﺪي ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﭘﺮداﺧﺘﻪ اﺳﺖ. روش ﺗﺤﻘﯿﻖ در اﯾﻦ ﭘﮋوﻫﺶ ﺗﻮﺻﯿﻔﯽ اﺳﺖ. ﺟﺎﻣﻌﻪ آﻣﺎري ﺗﺤﻘﯿﻖ ﺣﺎﺿﺮ را، ﺧﺒﺮﮔﺎن و ﮐﺎرﺷﻨﺎﺳﺎن اﯾﻦ اﻣﺮ ﺗﺸﮑﯿﻞ داده اﻧﺪ. ﺑﺮاي اﻧﺠﺎم اﯾﻦ ﭘﮋوﻫﺶ از ﻣﺪل ﻓﺮآﯾﻨﺪ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ و ﻧﺮم اﻓﺰار Expert Choice اﺳﺘﻔﺎده ﺷﺪه و ﺑﺮاي ﻣﻄﺎﻟﻌﻪ ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﻣﻮردﺗﺤﻘﯿﻖ، اﺑﺘﺪا ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ از ﻣﻌﯿﺎرﻫﺎ اراﺋﻪ و ﺳﭙﺲ ﻧﻈﺮات 50 ﻧﻔﺮ از ﺧﺒﺮﮔﺎن و ﮐﺎرﺷﻨﺎﺳﺎن اﻣﺮ ﺟﻤﻊ آوري و ﺗﺠﺰﯾﻪ وﺗﺤﻠﯿﻞ ﺷﺪه اﺳﺖ. ﺑﺎ اﺳﺘﻔﺎده از ﻧﺘﺎﯾﺞ ﺣﺎﺻﻞ، اوﻟﻮﯾﺖ ﺑﻨﺪي ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﻣﺸﺨﺺ ﮔﺮدﯾﺪ. ﯾﺎﻓﺘﻪﻫﺎ: در ﺧﺼﻮص ﻋﻮاﻣﻞ اﺻﻠﯽ ﺑﺎﯾﺪ اﺷﺎره ﮐﺮد ﮐﻪ ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﻣﻠﯽ ﻣﻬﻢ ﺗﺮﯾﻦ دﻟﯿﻞ و ﺿﺮورت ﺧﺪﻣﺖ ﺳﺮﺑﺎزي اﺳﺖ و ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﻓﺮدي در ﺟﺎﯾﮕﺎه دوم ﻗﺮار دارد. ﻫﻤﭽﻨﯿﻦ ﻧﺘﺎﯾﺞ رﺗﺒﻪ ﺑﻨﺪي ﻧﻬﺎﯾﯽ اﻧﺠﺎم ﺷﺪه در ﺧﺼﻮص زﯾﺮ ﻣﻌﯿﺎرﻫﺎي ﻧﯿﺎزﻫﺎ و اﻟﺰاﻣﺎت ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﻧﺸﺎن داد ﮐﻪ ﻣﻬﻢ ﺗﺮﯾﻦ ﻋﺎﻣﻞ ﺧﺪﻣﺖ ﺳﺮﺑﺎزي دﻓﺎع از اﺳﺘﻘﻼل و ﺗﻤﺎﻣﯿﺖ ارﺿﯽ ﮐﺸﻮر ﺑﻮده اﺳﺖ. اﯾﺠﺎد ﻧﻈﻢ و اﻧﻀﺒﺎط اﺟﺘﻤﺎﻋﯽ و ﻧﻈﻢ ﭘﺬﯾﺮي ﺳﺮﺑﺎز در رﺗﺒﻪ ﻫﺎي ﺑﻌﺪي ﻗﺮار دارﻧﺪ. ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﺑﺮ اﺳﺎس ﯾﺎﻓﺘﻪ ﻫﺎي ﺗﺤﻘﯿﻖ دورﻧﻤﺎي ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﺑﺎﯾﺪ ﺑﻪ ﺳﻮي ﻣﻮاردي ﻣﺎﻧﻨﺪ ارﺗﻘﺎي ﻣﯿﺰان و ﺗﻨﻮع ﺗﺴﻬﯿﻼت و ﺧﺪﻣﺎت ﺑﻪ ﻣﺸﻤﻮﻻن در ﻃﻮل ﺧﺪﻣﺖ ﺳﺮﺑﺎزي، اﻓﺰاﯾﺶ ﺗﻨﻮع و ارﺗﻘﺎي آﻣﻮزش ﻫﺎي ﻧﻈﺎﻣﯽ و ﻏﯿﺮﻧﻈﺎﻣﯽ ﻃﯽ دوره ﺧﺪﻣﺖ ﺳﺮﺑﺎزي، اﻓﺰاﯾﺶ ﻣﺰاﯾﺎ و اﻣﺘﯿﺎزات ﺑﺮاي اﻓﺮادي ﮐﻪ دوره ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﮔﺬراﻧﯿﺪه اﻧﺪ، اﻓﺰاﯾﺶ ﺑﻪ ﮐﺎرﮔﯿﺮي ﻓﺎوا در اﻧﺠﺎم اﻣﻮر و ﻓﺮاﯾﻨﺪ ﺳﺮﺑﺎزي، اﻓﺰاﯾﺶ ﺗﻨﻮع اﻧﻮاع ﺧﺪﻣﺖ ﺳﺮﺑﺎزي و ﮐﺎﻫﺶ ﻃﻮل دوره ﺧﺪﻣﺖ ﺳﺮﺑﺎزي ﮔﺮاﯾﺶ ﯾﺎﺑﺪ

Introduction: The security of any society is the most urgent and necessary need of that society and of course the armed forces of the society need soldiers to maintain this security and ensure the peace of the people. Soldiers are the main pillar of any military organization to perform their duties. Therefore, identifying the needs and requirements of military service is an important issue. Method: This research has used the AHP hierarchical analysis process model to rank the needs and requirements of military service. The research method is descriptive in this study. The statistical population of the present study consists of experts and experts in this field. In this research have been used the Hierarchical Analysis Process model and Expert Choice software. To study the needs and requirements of the research, first a hierarchy of criteria is presented and then the opinions of 50 experts and connoisseurs are collected and analyzed. By Use of the results, the needs and requirements were prioritized. Findings: Regarding the main factors, it should be noted that national needs and requirements are the most important reason and necessity of military service and individual needs and requirements are in the second place. Also, the results of the final ranking of the sub-criteria of military service needs and requirements indicated that the most important factor of military service was the defense of the independence and territorial integrity of the country. Establishing social discipline and orderliness of the soldier are in the next ranks. Conclusion: According to the research findings, the prospect of military service should be directed to such things as increasing the amount and variety of facilities and services to conscripts during military service, increasing the variety and promotion of military and civilian training during military service, increasing benefits and privileges for military service They have tended to increase the use of ICT in military affairs and processes, increase the variety of types of military service and reduce the length of military service.
