Design and explain a model of the various functions of public military service

ﻣﻘﺪﻣﻪ: ﺧﺪﻣﺖ وﻇﯿﻔﻪ ي ﻋﻤﻮﻣﯽ داراي ﮐﺎرﮐﺮدﻫﺎي ﻣﺘﻨﻮع و ﮔﺴﺘﺮدهاي اﺳﺖ. ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﮔﺴﺘﺮدﮔﯽ و ﺗﺪاﺧﻞ اﯾﻦ ﮐﺎرﮐﺮدﻫﺎ، ﺿﺮوري اﺳﺖ ﺿﻤﻦ اﺣﺼﺎء اﯾﻦ ﻣﻮارد، آﻧﻬﺎ را ﺑﻪ ﻧﺤﻮي ﺷﺎﯾﺴﺘﻪ و در ﻗﺎﻟﺒﯽ ﻫﻤﺴﺎز ﺑﺎ ﯾﮑﺪﯾﮕﺮ ﺗﻠﻔﯿﻖ و ﺗﺮﮐﯿﺐ ﻧﻤﻮد ﺗﺎ ﺣﺪود ﺗﻨﺎﺳﺐ ﺑﻬﯿﻨﻪ ي اﯾﻦ ﮐﺎرﮐﺮدﻫﺎ ﻣﻌﯿﻦ ﺷﻮد و ﺑﻪ ارﺗﻘﺎء اﺛﺮﺑﺨﺸﯽ و اﻓﺰاﯾﺶ ﮐﺎراﯾﯽ اﯾﻦ ﻣﮑﺎﻧﯿﺴﻢ اﺟﺘﻤﺎﻋﯽ ﻣﻨﺘﺞ ﮔﺮدد و ﺛﻤﺮات ﺑﺮﺟﺴﺘﻪاي را ﺑﺮاي اﻓﺮاد و ﺟﺎﻣﻌﻪ ﺑﻪ ارﻣﻐﺎن آورد. روش: در اﯾﻦ ﭘﮋوﻫﺶ ﺿﻤﻦ ﮔﺮدآوري و ﺑﺮرﺳﯽ ﻧﻈﺮات ﺧﺒﺮﮔﺎن در ﻣﻮرد اﻗﺘﻀﺎﺋﺎت و وﯾﮋﮔﯽﻫﺎي ﺧﺪﻣﺖ وﻇﯿﻔﻪ ي ﻋﻤﻮﻣﯽ، ﺑﻪ ﻃﺮحرﯾﺰي اﻟﮕﻮﯾﯽ از ﮐﺎرﮐﺮدﻫﺎي ﺧﺪﻣﺖ وﻇﯿﻔﻪ ي ﻋﻤﻮﻣﯽ ﭘﺮداﺧﺘﻪ ﺷﺪه اﺳﺖ. ﺑﻪ اﯾﻦ ﻣﻨﻈﻮر، اﺑﺘﺪا ﻧﻈﺮات ﺗﻌﺪاد ﻣﺤﺪودي از ﺧﺒﺮﮔﺎن ﺑﻪ ﻋﻨﻮان دادهﻫﺎي ورودي اﯾﻦ ﭘﮋوﻫﺶ ﺟﻤﻊآوري ﺷﺪ. ﮔﺮدآوري دادهﻫﺎ و ﻃﺮاﺣﯽ اﻟﮕﻮ، ﺑﺎ اﺳﺘﻔﺎده از »روش ﻧﻈﺮﯾﻪ ﭘﺮدازي داده ﺑﻨﯿﺎد )GT(« و »ﻓﻦ دﻟﻔﯽ )DT(« ﭘﯿﮕﯿﺮي ﺷﺪه اﺳﺖ. در اداﻣﻪ، ﮐﺎرﮐﺮدﻫﺎي ﺧﺪﻣﺖ وﻇﯿﻔﻪ ي ﻋﻤﻮﻣﯽ ﺑﺎ اﺳﺘﻔﺎده از ﻓﻦ »ﻓﺮآﯾﻨﺪ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ )AHP(« رﺗﺒﻪ ﺑﻨﺪي ﮔﺮدﯾﺪه اﺳﺖ. ﯾﺎﻓﺘﻪ ﻫﺎ: اﻫﻤﯿﺖ ﻧﺴﺒﯽ و اوﻟﻮﯾﺖ ﻫﺮ ﯾﮏ از ﮐﺎرﮐﺮدﻫﺎي اﺻﻠﯽ ﻋﺒﺎرت از ﮐﺎرﮐﺮدﻫﺎي ﻓﺮدي، ﮐﺎرﮐﺮدﻫﺎي اﺟﺘﻤﺎﻋﯽ در ﺣﻮزه ﻫﺎي ﻧﻈﺎﻣﯽ و اﻧﺘﻈﺎﻣﯽ، ﮐﺎرﮐﺮدﻫﺎي اﺟﺘﻤﺎﻋﯽ در ﺣﻮزه ﻫﺎي ﻏﯿﺮﻧﻈﺎﻣﯽ اﺳﺖ. ﻧﺘﯿﺠﻪ ﮔﯿﺮي: ﺑﺮ اﺳﺎس ﯾﺎﻓﺘﻪ ﻫﺎي ﺗﺤﻘﯿﻖ، ﺗﺤﻘﻖ ﮐﺎرﮐﺮدﻫﺎي ﺗﺒﯿﯿﻦ ﺷﺪه در ﮔﺮوي اﻧﺠﺎم ﻣﻄﺎﻟﻌﺎت ﮔﺴﺘﺮده و ﻫﻤﭽﻨﯿﻦ ﺳﯿﺎﺳﺖ ﮔﺬاري ﻫﺎ، ﺑﺮﻧﺎﻣﻪ رﯾﺰي ﻫﺎ و اﻗﺪاﻣﺎت ﺟﺎﻣﻊ و ﻓﺮاﮔﯿﺮ اﺳﺖ.

Introduction: Public military service has a wide variety of functions. Due to the extent and interference of these functions, it is necessary to enumerate these cases, combine them properly and in a harmonious format to determine the optimal proportion of these functions and to improve the effectiveness and efficiency of this social mechanism. an‎d brought outstanding fruits to individuals and society. Method: In this research, while collecting and reviewing the opinions of experts on the requirements and characteristics of public military service, a model of public military service functions has been designed. For this purpose, first the ideas of a limited number of experts were collected as input data for this research. Data collection and pattern design were followed using "data-based theorizing method and "Delphi Technique (DT). Next, the functions of the public military service are classified using the "Analytic Hierarchy Process (AHP)" technique. Findings: The relative importance and priority of each of the main functions are individual functions, social functions in the military and law enforcement spheres, and social functions in the civilian spheres. Conclusion: Based on the research findings, the realization of the explained functions depends on conducting extensive studies as well as policies, planning and comprehensive actions.
