Assessing the Desirability of Legal Documents Related to Studies and Research in Tehran Municipality from the Perspective of Experts

مديريت يك شهر، مستلزم برنامه ريزي براي آن مي باشد. تصميم گيري و برنامه ريزي نيز فرآيند پيچيده اي است؛ به خصوص زماني كه در يك مقياس بزرگ تر همانند شهر باشد. مديريت شهر در صورتي موفق خواهد بود كه مقدمات لازم جهت اين امر انجام بگيرد. انجام پژوهش در اين زمينه قطعا كمك بزرگي به فرآيند برنامه ريزي براي مديريت يك شهر خواهد كرد و قوانين و مقرراتي كه در زمينه پژوهش هاي شهري وجود دارند نيازمند توجه بيشتري هستند. در اين ميان، دو نهاد شهرداري و مركز مطالعات و برنامه ريزي شهر تهران در راستاي هم اقدامات بسياري جهت انجام پروژه ها و طرح ها انجام داده اند. هدف اين تحقيق، بررسي قوانين و مقررات موجود در رابطه با مطالعات و پژوهش هاي شهري و ايجاد يك پشتوانه حقوقي براي آن ها است. بنابراين در ابتدا با بررسي متن اين قوانين و دسته بندي و جمع بندي آن ها و سپس با استفاده از روش مصاحبه عميق با متخصصين و خبرگان، مشكلات قوانين شناسائي و جهت رفع نواقص آن ها پشنهاداتي ارائه مي شود.

Managing a city requires planning for it. Decision making and planning is also a complex process; Especially when it is like a city on a larger scale. The city administration will be successful if the necessary arrangements are made for this. Doing research in this area will definitely help a lot in the planning process for managing a city, and the rules and regulations that exist in the field of urban research need more attention. In the meantime, the two municipal institutions and the Center for Studies and Planning of the city of Tehran have taken many measures to carry out projects and plans. The purpose of this study is to review the existing laws and regulations related to urban studies and research and to provide a legal basis for them. Therefore, first by examining the text of these rules and classifying and summarizing them, and then by using the method of in-depth interviews with experts and experts, the problems of the rules are identified and suggestions are made to address their shortcomings.
