ارزيابي سياستِ نهادهاي بين المللي در قبالِ اپيدمي كرونا در ايران(با تاكيد بر اقتصاد سياسي نوگرامشي گرايي)

Evaluate the policy of international institutions towards the Corona epidemic in Iran (with emphasis on the political economy of Neo – Gramscians)

ﻫﻤﻪ ﮔﯿﺮي ِ ﺟﻬﺎﻧﯽ ﮐﻮوﯾﺪ-19 ﻣﻮﺟﺒﺎت آن را ﻓﺮاﻫﻢ ﻧﻤﻮد ﺗﺎ از اﯾﻦ ﻃﺮﯾﻖ ﺑﺘﻮان اﺑﻌﺎد ِ ﮔﻮﻧﺎ ﮔﻮن اﯾﻦ ﺑﺤﺮان ﺟﻬﺎن ﮔﺴﺘﺮ را ﻣﻮرد واﮐﺎوي و ارزﯾﺎﺑﯽ ﻗﺮار داد. ﯾﮑﯽ از ﻣﻮاردي ﮐﻪ ﺑﺮاي ﮐﺸﻮرﻣﺎن ﺑﺴﯿﺎر ﻣﻬﻢ ﺗﻠﻘﯽ ﻣﯽ ﺷﻮد، ﻣﻘﻮﻟﻪ ي ﺳﯿﺎﺳﺘﮕﺬاري ِ ﻧﻬﺎدﻫﺎي ﺑﯿﻦ اﻟﻤﻠﻠﯽ در ﻣﻮاﺟﻬﻪ ﺑﺎ اﯾﺮان در زﻣﺎﻧﻪ و زﻣﯿﻨﻪ ي ﺑﺤﺮان ﻫﺎي ﻋﺎﻟﻢَ ﮔﯿﺮ اﺳﺖ. ﻧﻬﺎدﻫﺎي ِﺟﻬﺎﻧﯽ ﺗﺤﺖ ﺗﺎﺛﯿﺮ ﺑﻠﻮك ﻫﺎي ﻗﺪرت و ﻫﮋﻣﻮن ﻫﺎي ﺟﻬﺎﻧﯽ روﯾﮑﺮد ﺳﯿﺎﺳﺖ زده را ﺟﺎﯾﮕﺰﯾﻦ رﻫﯿﺎﻓﺖ ﺳﯿﺎﺳﺘﮕﺬاراﻧﻪ ي ﺧﻮد ﻣﯽ ﮐﻨﻨﺪ. ﻧﻮﯾﺴﻨﺪﮔﺎن ﺗﻼش ﻣﯽ ﮐﻨﻨﺪ و ﺑﺎ اﺳﺘﻔﺎده از ﭼﻬﺎرﭼﻮب ﻧﻮﮔﺮاﻣﺸﯽ ﮔﺮاﯾﯽ ﻋﻠﺖ اﯾﻦ ﺑﺤﺮان ﻫﺎ را از ﻧﻘﺪ ﺳﺮﻣﺎﯾﻪ داري ﻣﺘﺎﺧﺮ و آﺳﯿﺐ ﻫﺎ و ﭼﺎﻟﺶ ﻫﺎي ﻣﻨﺒﻌﺚ از آن آﻏﺎز ﻧﻤﺎﯾﻨﺪ. ﺳﭙﺲ ﺑﺎ ﺗﺎﮐﯿﺪ ﺑﺮ ﻧﻘﺶ ﻧﻬﺎدﻫﺎي ﺑﯿﻦ اﻟﻤﻠﻠﯽ در ﺳﯿﺎﺳﺘﮕﺬاري ﺟﻬﺎﻧﯽ ﺑﻪ اﯾﻦ ﺳﻮال ﭘﺎﺳﺦ دﻫﻨﺪ ﮐﻪ ﻧﻬﺎدﻫﺎي ﻓﻮق ﭼﻪ ﻧﺴﺒﺘﯽ ﺑﺎ ﺳﯿﺴﺘﻢ ﺳﺮﻣﺎﯾﻪ داري ﻣﺘﺎﺧﺮ و ﻧﻤﺎﯾﻨﺪﮔﺎن آن دارﻧﺪ؟ ﺳﭙﺲ ﺑﺎ روش ﻓﺮاﺗﺮﮐﯿﺐ ِ ادﺑﯿﺎت ِ ﻧﻈﺮي ِ ﻧﻮﮔﺮاﻣﺸﯿﻦ ﻫﺎ در اﻗﺘﺼﺎد ﺳﯿﺎﺳﯽ ﺑﯿﻦ اﻟﻤﻠﻞ ﺑﻪ ﺳﻮال اﺻﻠﯽ ﻣﻘﺎﻟﻪ ﯾﻌﻨﯽ ؛ﻋﻠﺖ رﻓﺘﺎرﻫﺎي ﻣﺘﻨﺎﻗﺾ ﻧﻤﺎي اﯾﻦ ﻧﻬﺎدﻫﺎ و ﺑﺎزﯾﮕﺮان ِ ﻏﯿﺮدوﻟﺘﯽ در ﻗﺒﺎل اﯾﺮان ِ درﮔﯿﺮ ِ اﭘﯿﺪﻣﯽ ﮐﺮوﻧﺎ ﭼﯿﺴﺖ، ﭘﺎﺳﺦ دﻫﻨﺪ. ﻓﺮﺿﯿﻪ ي اﯾﻦ ﭘﮋوﻫﺶ ﻧﯿﺰ اﯾﻦ اﺳﺖ ﮐﻪ ﺑﺮداﺷﺖ ﺳﺎده اﻧﮕﺎراﻧﻪ از ﻧﻈﺎم ﺑﯿﻦ اﻟﻤﻠﻞ، ﻣﮑﺎﻧﯿﺴﻢ ﻫﻤﮑﺎري ﺑﯿﻦ اﻟﻤﻠﻠﯽ را ﺑﻪ ﺧﻮﺑﯽ ﻣﻮرد ژرﻓﺎﮐﺎوي ﻗﺮار ﻧﻤﯽ دﻫﺪ . از اﯾﻦ رو، ﻫﮋﻣﻮن ﺑﺎ ﺳﺎزواره اي ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ در ﭘﯽ ﺻﻮرت ﺑﻨﺪي ﺟﺎﻧﺒﺪاراﻧﻪ ي ﺳﯿﺎﺳﺖ ﮔﺬاري ﺟﻬﺎﻧﯽ ﺑﻮده اﺳﺖ.

The Kuwait-19 global pandemic enabled the various dimensions of this global crisis to be explored and evaluated. One of the most important issues for our country is the policy-making of international institutions in the face of Iran in the time and context of global crises. Influenced by global power blocs and hegemony, global institutions are replacing their policy-making approach with a policy-making approach. The authors try to start the cause of these crises from the critique of late capitalism and the harms and challenges arising from it, using the framework of neo-modernism. Then, by emphasizing the role of international institutions in global politics, answer the question: what is the relationship between these institutions and the late capitalist system and its representatives? Then answer the main question of the article, what is the reason for the contradictory behaviors of these institutions and non-governmental actors towards Iran, which is affected by the Corona epidemic, by the method of transcendental theoretical literature of neo-settlers in international political economy. The hypothesis of this research is that the simplistic understanding of the international system does not thoroughly explore the mechanism of international cooperation, and therefore the hegemon has sought a biased formulation of global policy with a hierarchical structure.
