چكيده فارسي :
زمينه و هدف: در چارچوب بيانيه گام دوم انقلاب اسلامي، پرداختن به ارتقاي «معنويت و اخلاق» وظيفه و ماموريت كليه دستگاههاي اجرايي و غيراجرايي كشور ميباشد. در اين ميان، گستردگي و عمق مأموريتهاي فراجا، هم به لحاظ موضوعي و هم به لحاظ ارتباطي و برخورد با مردم اهميت و ضرورت پرداختن به موضوع معنويت و اخلاق را در فراجا دوچندان كرده است. پژوهش حاضر به دنبال پاسخ به اين سوالات است كه: چيستي و سير تكامل معنويت و اخلاق در ساختارهاي انتظامي در چله اول انقلاب؟ معنويت و اخلاق در چله اول انقلاب در فراجا چه بركات و دستاوردهايي را داشت؟ الزامات و بايستههاي تداوم حركت افتخارآميز در چله دوم كدامند؟
روش: براي پاسخ به سوالات از روش كيفي و مبتني بر تحليل اسناد، تحليل ساختارها و فرايندهاي سازماني و مصاحبه با خبرگان و متوليان حوزه معنويت و اخلاق در فراجا استفاده شده است.
يافتهها و نتايج: يافتهها نشان داد ساختارهاي معنويت و اخلاق در چهل سال گذشته متناسب با تغيير و تحولات صورت گرفته در چهار دهه گذشته در سطح كلان كشور در فرآيندي تكاملي حركت كرده و در قالب چند دوره اصلي شامل معنويت گرايي در ساختارهاي انتظامي در زمان پيروزي انقلاب اسلامي، معنويت و اخلاق و سير تكامل آن در طول هشت سال دفاع مقدس، معنويتگرايي در فراجا در زمان ادغام، معنويتگرايي در فراجا در دهه سوم انقلاب، معنويت گرايي در فراجا در دهه چهارم انقلاب، قابل طبقهبندي است. نتايج بدست آمده حاكي از آن است كه شكلگيري و ارتقاي مجموعهاي از ساختارهاي معنويت و اخلاق در فراجا دستاوردها و بركات ملموسي در حوزههاي معنوي و اخلاقي كاركنان به دنبال داشته و منجر به شكلگيري قابليتهايي عديده در محيط سازماني و ماموريتي فراجا گرديده است. ميتوان بيان داشت كه حركت تكاملي در مسير دستيابي به سازماني با محتوي معنوي و اخلاقي در سطح مطلوب و آرماني نيازمند الزاماتي همچون تقويت اثربخش نمودن اقدامات و برنامهها، اهميت به منابع انساني و جذب و نگهداشت نيروي انساني متخصص و متعهد و كارآمد، حركت به سوي ايجاد سازمان محتوايي، هم افزايي و كيفيت بخشي به تعاملات درون و برون سازماني، هم افزايي كاركردي بين حوزههاي فرماندهي، حفا و عقيدتي سياسي، سياستگزاري و جهتگيري مبتني برحفظ روح ديانت و احساس حضور در محضر قادر متعال، ارتقاي آموزش مهارتهاي معنوي، الزامات نوآورانه و خلاقانه است.
چكيده لاتين :
In the framework of the statement of the second step of the Islamic Revolution, promoting "spirituality and ethics" is the duty and mission of the executive and non-executive bodies of the country. In the meantime, the breadth and depth of I. R. I. Police missions, both in terms of subject matter and in terms of communication and dealing with people, has doubled the importance and necessity of addressing the issue of spirituality and ethics in I. R. I. Police. In this regard, among the targeted environments for drawing a brilliant horizon in I. R. I. Police is the field of spirituality and ethics. The current research seeks to explain these issues: What is the evolution of spirituality and ethics in the disciplinary structures during the first phase of the revolution? What blessings and achievements did spirituality and ethics have in I. R. I. Police during the first phase of the revolution? What are the requirements for the continuation of the honorable movement in the second forty-year?
Methodology: To answer the questions, a qualitative method based on document analysis, analysis of organizational structures and processes, and interviews with experts and trustees of the field of spirituality and ethics in I. R. I. Police have been used.
Findings and results: The findings showed that the structures of spirituality and ethics in the past forty years have moved in an evolutionary process in accordance with the changes and transformations that have taken place in the past four decades at the macro level of the country, in the form of several main cycles, including spirituality in law enforcement structures at the time of the victory of the Islamic Revolution, spirituality and its ethics and evolution during the eight years of holy defense, spiritualism in I. R. I. Police at the time of integration, spiritualism in I. R. I. Police in the third decade of the revolution, spiritualism in I. R. I. Police in the fourth decade of the revolution can be classified. Also, based on the experiences of the first decade, spirituality and ethics in I. R. I. Police have taken their evolutionary path, and after the victory of the Islamic Revolution of Iran, the first revolutionary step in the armed forces was the establishment of spontaneous institutions of Islamic associations, whose most important activity is to familiarize employees with the basics of Islam and Islamic revolution. It can be said that the guidelines of Imam Khomeini in emphasizing Islam and promoting Islamic culture in the military and law enforcement bodies became the main axis of how to form a "political ideological" institution, and a new spirit was breathed into the bodies of the armed forces and they enjoyed spiritual authority after knowing their dependence and their institution on the Supreme Leader. The obtained results indicate that the formation and promotion of a set of spirituality and ethics structures in I. R. I. Police has led to tangible achievements and blessings in the spiritual and moral fields of employees and has led to the formation of many capabilities in the organizational and mission environment of I. R. I. Police. As a result, it can be stated that the evolutionary movement in the path of achieving an organization with spiritual and moral content at a desirable and ideal level requires requirements such as strengthening the effectiveness of actions and programs, importance to human resources and attracting and maintaining specialized, committed and efficient human resources, movement towards the creation of a content-based organization, synergy and quality of internal and external interactions, functional synergy between the areas of command, intelligence and political ideology, policy-making and orientation based on preserving the spirit of religion and the feeling of being in the presence of the Almighty God, promoting the training of spiritual skills, and innovative and creative requirements
