چكيده فارسي :
با توجه به اهميت و اثرگذاري حمل و نقل در توسعه منطقه‌اي و محلي در كشورها، اين مقاله به بررسي چالش‌ها و راهكارهاي توسعه صنعت حمل و نقل هوايي بعنوان يكي از زيربخش‌هاي صنعت حمل نقل پرداخته شده است. با توجه به نتايج پژوهش‌هاي صورت گرفته مي‌توان نتيجه گرفت كه ارزش افزوده صنعت حمل و نقل هوايي و سطح دستمزد و قيمت سرمايه بعنوان قيمت عوامل‌توليد در اين بخش از مهمترين عوامل در افزايش توليد، اشتغال و جذب نيروي‌كار در اين بخش در ايران مي باشند. به نظر مي‌رسد اين امر به اين دليل است كه در چند سال گذشته به دلايل مختلفي از جمله تحريم‌هاي بين‌المللي، تأمين منابع ارزي و فرسودگي ناوگان و تجهيزات در صنعت هوانوردي، اثر منفي همه‌گيري كرونا بر اقتصاد حمل و نقل، سرمايه-گذاري بالايي در بخش حملونقل هوايي ايران صورت نگرفته است، و با توجه به عدم وجود ظرفيت كافي در اين بخش، در بسياري از مواقع كمبود نيز قابل مشاهده است. به همين خاطر افزايش ارزش‌افزوده در اين صنعت منجر به افزايش تقاضا براي جذب نيروي‌كار گرديده و اشتغال را افزايش مي‌دهد. از طرف ديگـر چـون اغلب افراد شاغل در اين بخش از افراد متخصص و تحصيلكرده تشكيل يافته‌اند، ارزش‌افزوده‌اي كه اين افراد ايجـاد مي‌كنند در مقايسه با ساير زيربخش‌هاي حملونقل بسيار بيشتر مي‌باشد. بنابراين حمل و نقل هوايي ضـمن اينكه يكـي از مهمترين زيربخش‌هاي خدمات براي توسعه اقتصادي منطقه‌اي و محلي مي‌باشد، داراي اين ظرفيت است كه با سرمايه‌گذاري در اين بخش، افزايش قابل توجهي در متغيرهاي كلان اقتصادي در كشور ازجمله اشتغال به وجود آورد.

Considering the importance and effectiveness of transportation in regional and local development in countries, this article examines the challenges and strategies for the development of the air transport industry as one of the sub-sectors of the transportation industry. According to the results of research, it can be concluded that the value added of the air transport industry and the level of wages and the price of capital as the price of factors of production in this sector are the most important factors in increasing production, employment and labor force in These sections are in Iran. This seems to be due to the fact that in the past few years, for various reasons, including international sanctions, the provision of foreign exchange resources, and the depletion of fleets and equipment in the air transport industry, the negative impact of the corona epidemic on the transportation economy Transportation, high investment has not been made in Iran's air transport sector, and due to the lack of sufficient capacity in this sector, in many cases, shortages can be observed.
