بررسي رابطه ميان احساس نا امني اجتماعي و مسئوليت گريزي شهروندي

Investigating the Relationship between Social Insecurity Feeling and Civic Responsibility Evasion

زمينه و هدف: حس تعهد و مسئوليت يكي از شروط لازم براي تحقق شهروندي است، همچنان كه در برابر حق شهروندي، تكليف و وظيفه ­اي براي شهروند وجود دارد، متاسفانه با گذري در جامعه و مشاهده رفتارهاي شهروندان در انجام وظايف شهروندي با مسئله روبه رشد مسئوليت­ گريزي مواجه مي­ شويم، به‌طوري كه به دور زدن، زرنگ بودن و شانه خالي كردن نسبت به وظايف محوله نيز تعبير مي­ شود. اين موضوع به‌ويژه در حوادث انسان ­ساز، مسائل شهري، مشاركت شهروندان، توسعه اجتماعي و مديريت شهري از اهميت به‌سزايي برخورداراست. مطالعه حاضر با هدف بررسي رابطه بين ميزان احساس ناامني اجتماعي و مسئوليت­ گريزي شهروندي در بين شهروندان تهراني در سال 1399 انجام گرفته است. روش تحقيق: پيمايش و جمع آوري داده­ ها با تكنيك پرسشنامه ساخت يافته و به روش نمونه­ گيري خوشه­ اي در بين شهروندان تهراني بالاي 18 انجام پذيرفته است. حجم نمونه آماري با استفاده از فرمول نمونه­ گيري كوكران 384 برآورد گرديد، البته با توجه به شرايط پاندميك ويروس كرونا در زمان انجام تحقيق و محدوديت­ هاي موجود با 356 پرسشنامه داده ­ها جمع­ آوري و تحليل در نرم افزار SPSS انجام پذيرفته است. يافته‌ها و نتيجه‌گيري: يافته‌هاي توصيفي نشان داد كه ميزان مسئوليت­ گريزي شهروندي در بين پاسخگويان، از حد متوسط بالاتر است. همچنين ميزان احساس ناامني اجتماعي از سطح متوسط بالاتر گزارش شد. رابطه بين ميزان احساس ناامني اجتماعي، آگاهي شهروندي و تحصيلات با ميزان مسئوليت­ گريزي شهروندي معنا­دار است. نتايج: مدل مسير تحقيق نشان مي­ دهد كه احساس ناامني اجتماعي (با ضريب 20%)، ميزان آگاهي شهروندي(با ضريب 24 -%) و تحصيلات (با ضريب 23/0-%) از عوامل تأثيرگذار بر ميزان مسئوليت ­گريزي شهروندي است.

Background and Aim: Sense of commitment and responsibility is one of the necessary requirements for the realization of citizenship, as there is a duty and task vis-à-vis citizenship rights for citizens. Unfortunately, having gone through society and observing citizens’ behavior in performing citizenship duties, we experience the growth of civic responsibility evasion, which is also interpreted as circumvention, sharpness and shrugging off the assigned tasks. This issue is of high importance particularly in man-made disasters, urban issues, citizens’ contribution, social development and urban management. In 2020, the present study has been conducted with the aim of investigating the relationship between the levels of social insecurity and civic responsibility evasion among Tehrani citizens. Method: The survey and data collection was performed using a researcher-made questionnaire technique and through performing cluster sampling method among 18+ Tehrani citizens. Using Cochran's sampling formula, the statistical sample size was estimated at 384; however, due to the pandemic conditions of the corona virus at the time of conducting the study and the existing restraints, data was collected and analyzed in SPSS via 356 questionnaires. Findings and Conclusion: Descriptive findings indicated that the level of civic responsibility evasion by citizenship among those who filled in the questionnaires is above average. Also, the level of social insecurity feeling was reported above the average level. There is significant relationship between social insecurity feeling, citizens’ awareness and education; with the degree of civic responsibility evasion. The results of the research path model shows that social insecurity feeling (with a coefficient of 20%), the level of citizenship awareness (with a coefficient of -24%) and education (with a coefficient of -0.23%) are among the factors impacting the level of responsibility evasion by citizens.
