بررسي عوامل مؤثر بر قاچاق كالاهاي سلامت ‌محور و راهكارهاي مبارزه با آن

Investigating Factors affecting the Smuggling of Health-oriented Goods and Strategies to Combat it

قاچاق كالا، حاصل يك فرآيند اقتصادي ناپسند و زيان‌بار است كه خسارت‌هاي اقتصادي، اجتماعي و فرهنگي گسترده‌اي به كشورها وارد مي‌كند. اقتصاد كشور ما با حجم گسترده‌اي از انواع قاچاق كالا مواجه است. در ميان كالاهاي قاچاق، كالاهاي سلامت‌ محور مشتمل بر دارو، مواد خوراكي و آشاميدني، فرآورده‌هاي آرايشي و بهداشتي، تجهيزات و ملزومات پزشكي علاوه بر مشكلات اقتصادي، تأثيرات بسيار سوئي بر سلامت جامعه دارند. مقابله جدي با قاچاق كالاهاي مرتبط با سلامت‌ از اهميت بالايي براي بهبود وضعيت سلامت جامعه برخوردار است. هدف اصلي اين مطالعه، استفاده از ابزارها و آمارها و داده‌كاوي در حوزه‌هاي مختلفي مانند شناسايي و اولويت‌بندي عوامل قاچاق كالا و آثار آن و همچنين يافتن شيوه‌هايي مناسب براي پيشگيري از قاچاق كالاهاي مرتبط با سلامت‌ است. نمونه آماري اين تحقيق، 100 نفر از دانشگاهيان و افراد درگير با قاچاق كالاي سلامت‌محور هستند. ابتدا دلايل فعاليت‌هاي تجاري قاچاق مورد بحث قرار مي‌گيرد، سپس آثار و پيامدهاي قاچاق كالا بررسي شده و در پايان شيوه‌هايي براي پيشگيري از قاچاق كالا ارائه مي‌شود.

Smuggling of goods is the result of an unpleasant and harmful economic process that causes extensive economic, social and cultural damage to countries. Our country's economy is facing a large volume of goods smuggling. Among the smuggled goods, health-oriented goods including medicine, food and beverages, cosmetic and health products, medical equipment and necessities, in addition to economic problems, have very negative effects on the health of the society. Serious fighting with the smuggling of health-related goods is of great importance to improve the health status of the society. The main goal of this study is to use tools and statistics and data mining in various fields such as identifying and prioritizing the factors of smuggling goods and their effects, as well as finding suitable methods to prevent the smuggling of health-related goods. The statistical sample of this research is 100 academicians and people involved in the smuggling of health oriented goods. First, the reasons for the commercial activities of smuggling are discussed. Then the effects and consequences of the smuggling of goods are examined and at the end methods to prevent the smuggling of goods are presented.
