The role of parliamentary diplomacy of the Islamic Council in securing the national interests of the Islamic Republic

كشورها با رويكرد مزيت سازي حداكثري از فرصتها و تقليل آسيبها به سمت ترسيم نقشه راه ديپلماسي پارلماني متناسب با ظرفيتهاي داخلي و الزامات منطقه اي و جهاني گام برميدارند. ديپلماسي پارلماني از طريق هم افزايي ظرفيتهاي فكري و فيزيكي نقش قابل توجهي در تحقق اولويتهاي سياست خارجي ايفا ميكند. با هدف بررسي اين مهم چنين پرسشي مطرح ميشود كه مهمترين ابزار و روشهاي پارلمان براي تأمين منافع ملي و دستيابي به اولويت-هاي سياست خارجي كدامند؟ با استفاده از روش اسنادي و كتابخانهاي بيان شد كه گروههاي دوستي پارلماني و سازمانهاي بين المجالس پارلماني ابزاري كارآمد در ديپلماسي پارلماني بوده و مهمترين شاخصهاي يك ديپلماسي پارلماني موفق و موانع و خلاءهاي فراروي مديريت استراتژيك ديپلماسي پارلماني براي دستيابي به منافع ملي بررسي شد. نتايج بيانگر آن است كه جمهوري اسلامي ايران به عنوان يك نظام مبتني بر مردمسالاري ديني با تجربه گرانسنگ پارلماني در يك محيط امنيتي بيثبات قرار گرفته و بخشي از ظرفيتهاي تهاجمي آمريكا و اتحاديه اروپا با تمركز بر نهادهاي پارلماني ملي و منطقهاي سازماندهي ميشود كه اين امر ضرورت همافزايي ظرفيتهاي ديپلماتيك مجلس شوراي اسلامي با نهادهاي اجرايي مرتبط با عرصه سياستگذاري خارجي و بهره گيري از ظرفيتهاي ديپلماسي عمومي و پارلماني را افزايش ميدهد.

With the approach of making the most of the opportunities and reducing the harms, countries are taking steps towards drawing a road map of parliamentary diplomacy in accordance with their internal capacities and regional and global requirements. Parliamentary diplomacy plays a significant role in the realization of foreign policy priorities through the synergy of intellectual and physical capacities. With the purpose of investigating this issue, the following question is raised: What are the most important tools and methods of parliament to ensure national interests and achieve foreign policy priorities?Using documentary and library methods, it was stated that parliamentary friendship groups and inter-parliamentary organizations are an efficient tool in parliamentary diplomacy, and the most important indicators of a successful parliamentary diplomacy and obstacles and gaps in the strategic management of parliamentary diplomacy to achieve national interests were investigated.The results show that the Islamic Republic of Iran, as a system based on religious democracy with precious parliamentary experience, is placed in an unstable security environment, and part of the offensive capabilities of the United States and the European unio‎n is organized by focusing on national and regional parliamentary institutions, which is a necessity. Synergy of the diplomatic capacities of the Islamic Council with executive institutions related to the field of foreign policy-making and increasing the use of public and parliamentary diplomatic capacities.
