Severe increases in the populations of large cities resulting in their excessive physical development have contributed to the surrounding animal husbandry units mostly situating within the cities over time, so that the locations of such units in the residential areas of the cities are assumed to be a threat to the human lives. Transfer of these units and establishment of animal husbandry complexes seem to be a means of their space management. So the main issue is which constraints are involved in the implementation of the program. The data required for the purpose of this research were collected using a field survey, from the cattle husbandries located within the internal areas of the five counties including Isfahan, Zarrinshahr, Mobarakeh, Khomeinishahr, and Shahreza as well as from the experts of the relevant departments.
As shown by the results of the studies, there are three types of the main constraints involved in the program: constraints of the operators, technical constraints, and the administrative and legal constraints. More specifically, the results indicate that the transfer of intra-urhan cattle husbandries and the construction of complexes, though obligatory from the theoretical viewpoints, are not economical in the financial aspect. However, admittedly, the position of a proper decision-making to remove the concerned urban dilemma is beyond the economic discussions, and the need for constructing cattle husbandry complexes is still perceived.
In addition, the research results show that the transfer of all the cattle hushandries to the complexes, given the existing limitations, may not be feasible even if the transfer circumstances are wholly provided. Therefore, while locating the complex and specifying its capacity, the low-capacity units which are not in effect and placed in this position should be excluded with the observance of social equity principles. One of the basic conditions of a program success is to provide all the facilities and means of starting the units by, the participation of stock breeders. Coordination between the Ministry of Jihad for Agriculture and the other public administrations, etc. is another technical and extensional recommendation to the executive sector.
