چكيده لاتين :
Introducing graduate courses has always been among the main objectives of higher education in .Iran. After the victory of the Islamic Revolution (1979), due to emigration of a part of the educated class from the country, and the increase in the number of the university students, there was a need to substitute the educated people. For this purpose the Ministry of Science, Research and Technology decided to introduce Ph.D courses . After the end of the Iraqi war during the two five-year development plan (1989-1994) and (1994 -1999) two separate quantitative and qualitative goals were adopted for graduate courses.
In this research we are going to examine the contents of the plans and ways for materializing the goals. To examine the quantitative goals we used the existing statistics whereas for qualitative goals we interviewed 100 faculty members who teach at Ph.D level.
