چكيده لاتين :
In public service organizations, code of ethics is designed for the realization of three objectives: 1- presenting alternatives for solving ethical problems continuously, 2- training organizational mission to all employees, and 3- improving the ethical climate of the organization. In theoretical bases and ethical standards, there is no agreement about the usefulness and effectiveness of code of ethics. This article argues that code of ethics can act effectively if the process of internalizing moral in the organization takes place adequately. Internalization of code of ethics needs two related conditions: the creation of a clear and integrated value system by the organization members, and the acceptance of code of ethics as the result of a participative process. When the code of ethics is compatible with the value system of the employees, the acceptance and commitment of them will increase.
