Improving Management of Provincial Development The Necessity of Formulating a Framework for Measuring Knowledge Orientation of Provincial Economy

The document of twenty-year vision of the country is formulated as the basis for development in long term. The expected growth and development in this period are related to knowledge. According to this new approach in the new era, unlike the agriculture and industrial eras, knowledge is the main source for the economic growth. No doubt, realization of this vision needs effective role playing of provinces. Therefore, as influential participants in the economy of the country, provinces have to have knowledge-based economy. To achieve development, macro management in the provincial level should equip with the managerial tools and techniques. As knowledge-based economy is established on such mechanisms that managing them leads to the development, change in the level of knowledge orientation of the provincial economy needs a framework to improve knowledge-based economy of the provinces. To perform this job, the indicators for measuring the level of knowledge orientation of the provinces are needed. In this article, a framework for this measurement and the needed ideas and devices are represented.
