A Model for Reforming the Performance of Governmentʹs Administrative System

Reforming the performance of the governmentʹs administrative system is one of the main issues in the literature of development management, which is among the constant challenges for all governments, especially in developing countries. Administrative reform is a tool for making desired changes and improving the performance of governmental sector and realizing total desirable governance. It is so important in global scene that a government with no continuous program for administrative reform is not known as an authoritative government. In spite of this importance, there is no comprehensive and total theoretical model for expressing different aspects and effective elements of this issue. This article aims to present such a model, based on analyzing theoretical bases and invaluable experiences, existing in literature. This model concerns about the effects of environmental factors that force reforms and emphasizes the importance of these factors in constituting the reform movement in every country. Also it introduces some prerequisites and structures for successful reform plans as the essential and effective factors in determining reform strategy and its triple dimensions. In this model four reform approaches, based on strategic plan with four methods of performing reformations as complementary alternatives are identified. In this model, evaluation of reformation process is possible through determining effectiveness criteria and feed back mechanism.
