In the new era, competition and quality are not restricted to a single sector and have their great and wide spread role and importance in every public and private sectors. In spite of the importance of quality in organizational success, it is almost ignored in public sector on account of special characteristics, i.e. power, monopolized system, financial resources and so on. In Iran, quality only has concerned business and private companies, but not the governmental organizations. But today, the modern nature of government, people, organization, work, and life lead to understanding the importance and necessity of total quality and its pivotal role in the success and survival of public sector organizations. Now governmental organizations have knowledge about the hard necessity to present their services with a good quality to satisfy the citizens. Therefore, as the concepts of quality and competition are new in the public sector, there is some question about them. This article attempts to look over the issue of quality in the public sector and review the importance, role, and different features of quality in this sector.
