The Obstacles and Solutions of Establishing E-government in Iran

This article discusses the obstacles of establishing e-government in Iran and its solutions, based on the results of a research. It presents four categories of obstacles: technical, sociocultural, managerial, and economical-financial, along with four hypotheses based on them. After introducing the framework of the research, the theoretical aspects of the issue, using internal and external sources, are discussed. In this research, through descriptive study and field study literature review and data gathering have been done. In the next step of this research, a questionnaire has been designed and circulated between the study sample group of the research that were experts and officials of establishing e-government in Iran. Then the questionnaires processed, based on the t student and Friedman tests, using SPSS software. After hypotheses tests, three groups of results, categorized as: main obstacles, the dimensions of each group of obstacles, and finally ranking of all dimensions of obstacles. At the end, there are some suggestions for overcoming the obstacles.
