There are many models for strategic planning but no model for (S.LS.D) classic model has three inputs mission, internal and external factors. This article is developing amodel for (S.I.S.D). An expert group with speciality in industrial development in their state are sellected. Mission, internal and external factors are defined by "Delphi Technique" each factor will be measured monthly by special team and they report it to the strategy expert group. Based on the new information the new strategy will be defined for state. In classic model the external factors are not controlable but in this model all three factors can be developed.
