Designing Mathematical Model for the Evaluation of Internal and External Environment of Scientific - Applied System of Education (applied in strategic planning process)

The present research tries, from a new standfoint and systematic v iew t o the educational p rocess, t o d esign a pattern for the assessment and evaluation of external and internal factors affecting the scientitc - applied system of education so that one can, through the use of generated indecies in identification phase of strategic planning, sort out and measure inter-structural and intra-structural factors at work. Following the above-mentioned points, one can determine the strensths and weaknesses of the organization, identify resources and opportunities and present a clear image of the quality of educational system. Also, by using production function and level function of the generated insruction, it is possible to define the level of scientific-applied education in an organization or throughout a country as atechnology (a factor changing input to output). In this way, through forming a documentary and strong base concerniag the data achieved by the pathem, one can use the acquired data in computing the amount of exploitation of educational system. This model, for the first time, tries to produce the overall and discrete assessment indices for the environment and educational system in a namerical mode in order to edit management report and feed the feed back system.
