Evaluation Measures of Power Plants for Privatization

During social and economical developments within last two decade in Iran, which was the result of global advances, the problem of transition of government properties and authority to private sector, has been one of the major concerns of governments policy. This privatization policy also applies to electric power production industry of our country. Since three years ago, privatization of power plants has been started. The goal of this enterprise was mainly to absorb private investments, decrease governmentʹs authority on power production plants, increase efficiency and render competition in production of electric energy. The authors of this abstract having regarded this issue as being a new concept in Iran economical situation and power production, have been given the incentive to search for scientific and technical supports on this matter, express as much as possible the measures of evaluating the power plants from both private sector and governments point of view and find access to relative information from domestic and international sources. To acquire useful ideas in this regard, we prepared survey charts with technical and economical inquiry formats for evaluating a power plant. The survey charts, were filled in and answered by experts, consultant engineers and customers By analyzing the outcome of survey, the subjects of the discussion were determined, In this regard, the authors of this abstract also took advantage of ideas received from consultant engineers. In this abstract, the evaluation measures are divided into technical and economical sections with effective parameters on each section, specified. By using financial measures in a power plant, the method of economic evaluation is outlined.
