Aim of the research is analyzing of the climatic effective elements on thermal comfort and architecture of Qom city and submitting establishment of habitats accordant with climate project or climatic design that with regards of fossil resources and incompatibility with new buildings structure with climatic situation in Qom city, itʹs importance is clear. Method of research is providing mathematical models for determining thermal comfort including effective temperature index, determination of thermal indices, Olgyay bio-climatic curve, Givoni curve, Mahoney and Evans index with analyzing of climatic data accordng to statistical year books of Qom synoptic meteorological station (1986-2000) for determining thermal situation of Qom city and architectural orders according with them. The conclusion is usage of local materials with high thermal capacity, determining the suitable direction of buildings establishment with regards to wind direction and solar radiation, suitable arrangement of openings in order to receiving the least amount of solar energy in summer and the most of it in winter. If the architectural orders that achieved by thermal comfort indices, performed, it can decrease the usage date of warming and cooling mechanical equipment in the buildings of Qom city.
