Aimed at studying the developments related to Russiaʹs nuclear doctrine in terms of "employment threshold" throughout 1950 to date, this article raises the question of due to what factors are these developments driven to occur. What it argues as an essential point is that Moscow mainly emphasized on itʹs non-use of nuclear weapons policy in the cold war era, due to the strong land power the USSR possessed with itʹs military employment in the Eastern Europe. But, when the Soviet army withdrew from itʹs earlier position, and perceived to be under a state of military-security siege due to the pre-collapse conditions, Nato expansion as well as Chinaʹs increasing power, the threshold for the employment of nuclear weapons declined to the scale of a preemptive blow.
