A Survey of Trends in Budgetary Allocation to Research Institutes Affiliated with MSRT during First & Second Development Programmes (1989-1999)

Research institutions play an important and central role in ʹthe growth and development of societies. Allocation of sufficient funds to resraearch capabilities and speed of the develoment processes of the country. Beside expanding the scientific horizons research activities developments can be the causes of many innovations and scientific discoveries. The peresent article reviews the policy and guidlines of research in two 5 years national development programme, and analyses the output of research centers affiliated with MSRT. While explanning, the process of research activities in these centers, it investigates the dominant approaches in these centers. This article also is an attempt to assess of the status of research from the viewpoint of the government and the society towards research is the major impediment facing research and its appropriate status in the country. Insignificant share of research from the GDP and unattentiveness of the government towards allocation of enough resources to research and the major causes of inefficiency of these institutions in the country.
