The prerequisites and level of a successful economic weapon.

Governments, as decisive players of international relation , employ multifarious means in order to meet their agenda of defined principles , ends and intentions on the scene of international relations. War and diplomacy are the two distinguishably- applied instruments in this process. To minimize the probable inefficiency of any diplomacy , as well as to prevent the unpredictable human and material losses and grave consequences of wars , countries have resorted, since old times, to economic sanctions as a lever of foreign policy , particalarly in the contemporary era. Success or failure of the economic weapon, however, depends on certain prerequisites or factors, some of which are as follows: 1- The balance of power between the punisher and the punishee; 2- level International cooperation. 3- Noticeable economic differences between the punisher and the punishee; 4- Favorable economic relations between the punisher and the punishee; 5- Time; 6- The price of economic sanctions; 7- Economic profit imbalance between the punisher and the punishee; 8- Challenges provoked by a relatively- strong internal political opposition; 9- Other catalgst factors The afore- mentioned prerequisites, in totality , create undeniably new situations through which and on the strength of historic data, theorists have voiced different views in this regard. As we can observe today, the dominant conditions of the word which are also emphasized by scholars have shown that the span of success, in principle and by the defined ends , for an economic weapon is limited.
