Highlighting the Nature and Factors of Quality Measurement in Higher Education

The main theme of the article is to recognize the challenges and introducing some innovative solutions to improve the higher education system. The method of study is documentary analysis and the required data of existing papers and relating documents have been gathered and analyzed using quality method. The findings of the research are as follow: pedagogical quality is the coincidence of existing situation with the highest ideal level of higher educations results or the coincidence of input, process, output and consequences of system with standards of higher education- programs. Main variables of quality measurement are the relationship between master and student, qualification of faculty members, locality and equipments in the proportion of students. The chief quality challenges in existing education system are: quantity-axis approach, discrepancies between the number of students and members offaculty, lack of educational areas, educational turn down, scientific deficits, more than ever experts. Therefore the main solutions for quality raise up are as follow: overall educational planning according to the needs of community and the aims of perspective document, qualifications, skills, knowledge and ability of students and masters, consideration for predominant social philosophy, prioritizing the process to final out come, the welfare of masters and students, improving the assessment systems, revision of pedagogical texts, facilities and equipments, having variety in post high school education and generalizing and increasing the quality of higher education .
