Religious State" has always been a basic conccrn for pious people throughout history, and an attempt to realize it has been and is among their principle tasks. In the present article - with its new look at religious state - the following notions have been redefined : the perspective of religious state, the authoritative justice, the stateʹs politics and goals; this redefinition has been formulated in the theoretical framework of justicc in the triple process of the "hegemony of oppression, the challenge between oppression and justicc, and the spread of justice ."In this process, the degree of thinking development of the society is shilling from weak position to a strong one, this having a direct relationship with the rulers of the society .Despotic rulers, those rulers who prepare the ground ]for justice[, ancl finally the just rulers of the religious state at the end of the history are depicted in three stages for societies .
