Good Governance: Process - Systematic Approach

Good governance is a new subject that has a absorbed the attention of authors and world scientific and international societies during the last two decades. Researches describe and define good governance through various approaches (process, liberalism, and socialism), dimensions (political, economic and social) and goals (economic development, political development and human sustainable development). Because of the extensiveness, complexity and interdisciplinary identity of governance, the subject requires studying it through a macro and systematic view point. Instead of presenting various menus of characteristics of good governance, we should design models to describe different aspects of this "multi - face" phenomenon. Since governance relates to the whole living aspects of human, this paper aims to achieve a novel model of good governance using the compilation of studies on the literature of governance, political philosophy and development theories. It therefore, strives to review the above concept through the approach of a systematic process which includes demands and supports of people and social, political and economic groups and parties as "input" aspect of the system and is referred as "participation" item. "Process" this system will be how to respond the demands and how to absorb the supports involving two characteristics: First, "competent decisions" should be made in this system which includes extraction, distributive and regulation policies and symbolic actions in the political, economic and social scopes. Second, efficient and effective implementation of decisions should be accomplished. "Output" aspect of system should be considered by four key values, thatʹs "freedom", "justice", security", and "welfareʹ. Result of these four values is "legitimacy" of political system or, in other words, peopleʹs satisfaction from system operation which is referred by term of "Outcome". In the long term, this "outcome" will empower the political system towards the sustainable development and will be remembered in so- called "impacts" . Some evidences as assessment indices are proposed for the characteristics of input, process, out- put, outcome, and impacts of good governance
