Assessing Regional Development Impacts of Industrial Projects: Case Study of the Central Ethylene Pipeline Project

Nowadays, economic evaluation is considered an essential part of designing a project. Comprehensive economic evaluation of projects is composed of five steps: rationale and framework followed by market, financial, developmental and environmental analysis. Through developmental analysis, economists try to evaluate the costs and benefits of a project on a specific region. Most industrial projects in Iran are undertaken by the government, with their approval and implementation expedited when oil revenues increase. Given the importance of political bargaining as the final arbiter in the approval of projects, in practice projects are designed and approved without regard to economic evaluation, notably developmental analysis. In this paper, we introduce a methodology and economic model for assessing development effects of industrial projects, and apply the same to assess the developmental impacts of the Central Ethylene Pipeline project as a case study. This evaluation shows that the above project will not lead us to the desired development goals of national planners and managers. This case study is a manifestation of the industrial development model followed in the country and the place of economic evaluation of industrial projects within it.
