The Pre-Constitutional Movement Period; Peopleʹs Rise against the Presence of the Belgic in Iran

Before the beginning of the Constitutional Movement in Iran, there had been some events and conditions which contributed to the development of the movement, among which are the stance taken by the Shiʹi religious figures and the strong opposition shown by the people to the decisions taken by a Belgic high ranking official named Monsieur Nose. This opposition reached its utmost after his publishing of offensive pictures. The rise of religious and national groups in Iran, led by religious Shiʹi scholars and their protest against the decision of Monsieur Noseʹs becoming the director general of the Customs in Iran indicates the high political awareness and insight of the people, who considered holding an important adminstrative and financial responsibility by a foreigner against their political independence and national interests. It was evident that Monsieur Nose was a Russian agent whose mission was to carry out the plans and achieve the aims of the Russians.
