Role of Small Scale Industries on the Development of Rural Areas Case of Shahreza District

Evaluation is considered as a reforming and controlling idea in every level of the process of development. As a key factor for future actions, it may bring about sustainable development too . On the other hand , industrialization of rural areas by means of establishing small industries results in the development of such areas. Therefore reducing poverty and unemployment in rural areas depends on the following factors: developing a multi-variant economy in rural areas , creating job opportunities in such areas, preventing rural migration, and filling the gap between the income of rural and urban families.The present paper aims to investigating the results of establishing small scale industries in small towns and industrialized regions of rural areas, using the theories and ideas of well-known theorists. To do so a number of hypotheses were formed ; data were collected via library work and questionnaires. After running inferential statistical tests, it was revealed that locating industrial projects in rural areas may solve many economic , social, and cultural problems in such areas . However , 97.7 percent of the investors in rural areas consist of urban ones. In other words, most of the employers in rural areas are non-native . It means that non-local structure predominates the local one and orientation of the obtained profit is outward rural areas . Therefore , in order to improve social, economic, and regional status of rural areas by means of local investment, the following guideline is suggested: "founding and developing co-operative companies and institutions that loan money without interest (gharz-ol-hasane) by means of financial resources of banking system and the government" . So by the investment and participation of native habitat of rural areas in industry , orientation of the obtained profit will be toward such habitat and it may result in the ever-increasing development of rural areas.
