Takeichi from scientific center of Niki in Japan, Considers the breakthrough from discovery category and unpredictable.
Shoji Shiba, from Masachuset technology institute considers the breakthrough management as opposite to Tailory and continued improvement management or Japanese management.
David perkins from Harvard university, considers the breakthrough thinking as the power of thinking beyond the conventional findings. And Shozo Hibino from Chokio university has described the breakthro-ugh as a changing paradigm for creative activities.
The collection of views and existing models about scientific and technological breakthrough show that breakthrough happens when the bold action is translated to unprecedented and unpredictable consequences. As a result , the performance factor in relation to conventional trend, would have sudden mutation.
Looking at the performance of Iranian industries in the process of time indicates that performance factors in Iranian industries during last decades are almost fixed without breakthrough mutation.
In this paper by using the concepts of technology and science breakthrough, the best policies for scientific and technologic breakthrough in Iranian industries have been guessed through a set of hypotheses by studying in existing literature.And the hypotheses have been tested by opinion polling from the experts of industry of our country.
At the end, the offered policies for scientific and technologic breakthrough in Iranian Industries would be presented.
