چكيده لاتين :
The phenomenon of driving accident that claims the life of hundreds of people stems from disorder, social problems, law evasion and abnormality in the society.
Massive family, life and financial damages have made the authorities of the society, on based
on the interior ministery proposal and ratification of ministerʹs board, to identify the reasons of
accident causing driving accidents and ratify particular exectives gurantee for it.
About 17 percent of accident, causing driving penalties are as follow doing any acrobatic
movement, turning on forbidden zone, crossing from side walk, not turning on your lignts at
night, crossing from forbidden zone, illegal over taking, exceeding the speed limit, passing the
red light, not observing the movement right, aggression or deviation to the left or right, tailgating,
turning to right or left in the forbidden zone, driving with a vehicle that has technical defect, not
observing the conditions recorded on your drving licence and consumption of alcoholic beverage
have been ratified as accident causing driving accidents that cause injury, death and financial
damages and according to the currant satistics these reasons can be considered as a threat and
some times as a serious problem against the discipline and security of the society.
So, not abiding by the rules and regulations can be considered as a serious social problem to the
society and sometimes poses an awful threat to the security and discipline of the society and also
causes the dissipation of human power and financial capital to any society.
And on based on the interests of the society, the law maker shows different reactions in different
places and times.
