چكيده لاتين :
Since the beginning of decade of ninety, because of the new information technolohgy, the international politics based on hardware has been changed and noopolitik based on normality, culture and moral has been formed. Configuration of this atmosphere caused the classic diplomacy, faces challenge and a new diplomacy was created based on normal and software. The five developments processes which boosted the thoughtful politics arena are: spreading of international coherence, forming of international civil society, importance of software, configuration of international thought atmosphere and increasing of cooperation achievements. By change of the. international atmosphere, the nature of diplomacy also has been changed in quality and quantity. The diplomacy ability, for encountering with threats and benefiting from the new environment, needs structural reforms, changes in the past procedures and functions and using the new instruments and techniques.
