HSE risk assessment and hazard identification in projects of oil and gas industries from construction to production

Supporting the establishment and strengthening of GC (General Contractor) companies causes the transfer and enhancement of national technologies; that is why, such companies have always been supported by the governmentʹs decision makers. Petro Pars Ltd. was established as an Iranian general contractor in the fields of oil and gas in 1998 when the first phase of South Pars gas field development project started. The company then undertook phases 4 and 5 of the project. And now it is responsible for phases 6, 7, and 8 which are under construction. To observe the companyʹs policy statement as to loss prevention and risk management programs. Health, Safety and Environmental Management System (HSEMS) was applied immediately. This article aims to describe and show a suitable HSEMS during the different stages of the project (from construction to production) based on risk assessment and related analyses. The main goals of the study are as follows: • Analysis and categorization of all HSE disciplines that should be considered by general contractors in the fields of oil and gas • HSE management system in different stages of projects • Qualitative and quantitative HSE risk assessment • Measurement of HSE risks and design of the related regression model during the different stages of the project. Finally, the article illustrates risk control measures for moving towards an improved HSE Management System.
