The Iranian-Russian wars started with Russiaʹs assaults on the caucus region between 1803-1828. The caucus region had maintained special cultural, political and economic relations with Iranian dynasties until the Qajar era. The rulers of the region, to the last years of Fathali Shahʹs reigon, were either puppet governors assigned by Iranʹs central government, or independent tribute payers to their neighbor. With the fall of the Safavid dynasty and the rise of the Afsharid and the Zand dynasties, the sovereignty of the central government in Iran over the caucuses weakened and the local rulers, now aware of this weakened dominion, were attracted to the up and coming northern power. When the Qajars came to power, they lacked a clear plan of action for dealing with the Khanates in Georgia and in regions beyond the Aras River. Therefore, during the reign of Fathali Shah, in light of the Iranian-Russian wars and through the Golestan Treaty in 1813, and the Turkmanchai Treaty in 1828, the caucus region was fully partitioned off from Iran. This research attempts to examine facets of the Iranian-Russian wars; the strategies utilized by the Russians, their abuse of the local rulersʹ inclinations regarding the starting and the ending of battles and assaults, the role of the European governments in these affairs, and the reactions of Qajar rulers to these events.
