Historical thought is the main element of modern history writing. Historic upheavals however, change our views of the past and pose to us new historical problems. The author, by accepting two theories regarding the Reuter concession, seeks to find unique answers for questions about the nature and the methods of decision making during the reign of Nasser- ul-Din Shah. The foreign policy of Iran during that age consisted, from one end, of being prone to infiltration and instigation, and on the other, of accepting the decisions of others. The author, without looking at the historical process leading to the Reuter concession or its contents, has attempted to analyze James Rosenauʹs decision making model in order to understand the factors that made the Qajar elite do rustic, hated things. Five elements -the character of the decision maker, his role and willpower, the inner structure of government and its ruling systems, behavioral patterns and the social and political values- will be used in this analysis.
