Diplomacy in Exile: Diplomatic Relations between the Exile Government and the Ottomans during the First World War

The emigration of a group of the third parliament members and Iranian politicians in support of the allies, their establishing of an interim national government, as well as the event related to this government are among the most researched topics of that period of history. Yet it seems as if aspects of this significant event have often been left without proper analysis. Especially the issue of the exile governmentʹs relations with the Ottoman government has been left out, partly due to the Iranian scholarsʹ lack of access to Ottoman files and documents. This paper tries to use Iranian and Ottoman documents in order to analyze these diplomatic relations. During the life of the interim exile government, the policies of the Ottoman Empire regarding Iran took over those of Germanyʹs, and the Ottomans became the sole dominant power over western Iran, signing secret treaties with the exile government.
