Some Difficulties in Formation Good Governance

Planning for development traces back to a long historical background; in this respect, the suggested development strategies and policies have been steadily improved based on human experience, criticizing as well as empirical modifications. Subsequently, the novel development procedures seem to be more suitable and practical. One of the significant programs proposed by international organizations working on development strategies is the "Good Governance Policy" which encompasses all international organizations and agencies concerned with improving and optimizing the administrative policies and decision making processes in various levels. The Good Government Policy considers government as something more comprehensive and conceptually broader than state, as a result, it is viewed as a multi level notion. This paper, while reviewing theoretical and historical literature on good governance idea, aims to investigate the fundamental premises upon which this idea has been anchored. Documentary method is used to explore various aspects of the novel approach and simultaneously it is tried to focus on theoretical and practical impediments suppressing good governance policy to not be realized. Also it is strongly emphasized that the planning based on social engineering should be more realistic and pragmatic in their theoretical and empirical orientations.
