Investigating Factors that Affect the Reduction of Brain Drain and Talented People Care in Iran using Grounded Theory Approach

Talented people play very important role in promoting Iranʹs economic and scientific development. Iranʹs 20-Year Vision Plan focuses on the economic dimension of the first scientific and technical stand in the region. This will be facilitated using talented people. So it is necessary to provide suitable conditions for them. Iran loses large numbers of talented people and professionals each year and this brain drain damages the national economy. This study will try to identify the factors influencing the decrease of brain drain and the increase of talented people care focusing on using the grounded theory method. Then, it represents solutions as improving strategies framework. This research shows that related factors transitionally have more impact on talented people care than separate and limited factors. Also Meritocracy with several direct and indirect effects on brain drain is a very significant and important parameter. Any attempt on brain drain reduction without this essential factor will have no consequences. Finally, This Paper represents some solutions and strategies for talented people care improvement.
