This research is functional, purpose wise and descriptive (correlational), method wise. The research population includes all experts, professors and experts in the field of media and culture. In this population 86 experts were selected and the influence of each of the components on culture engineering was evaluated, stressing the role of governmental newspapers. In addition, in this study, library and field methods are used.
The assumptions testing of the research show that according to the opinions of experts in the field of media and culture, there is a significant relation between the role of governmental newspapers and supported values, artifacts, and the fundamental and underlying assumptions of the main components in culture engineering. Also, according to the opinions of the sample experts, among the 15 studied components of risk taking is most important factor and the mental models of the linguistic paradigm is the least important factor in developing culture engineering at the level of governmental newspapers.
